(PD) by $1,591,815; General Grants Fund (SR 120) in the Department of Public Works (PW) by $75,000; and General Services Fund (IS 385) in the Department of Technology Services (TS) by $125,000.  (Citywide)

 

DISCUSSION

On August 10, 2005, the City of Long Beach (City) received notification from the California Office of Homeland Security of final approval for an additional $7,514,753 in Urban Area Security Initiative (UASI) and Metropolitan Medical Response System (MMRS) grant funds. As in the past, the Long Beach Urban Area will also include the County of Los Angeles and seven cities that are contiguous to the City. These jurisdictions will be represented on an “Urban Area Working Group,” jointly chaired by the City of Long Beach and the County of Los Angeles.

 

The UASI 2005 funds will be used to continue to augment the City and surrounding jurisdictions’ Homeland Security response capabilities through training and equipment and supply acquisition. The MMRS 2005 funds will be used to enhance domestic emergency preparedness response and medical equipment and supplies.

 

On August 10 , 2005, the City also received notification from the California Office of Homeland Security of final approval for $878,174 in State Homeland Security Program (SHSP) and Law Enforcement Terrorism Prevention Program (LETPP) grant funds.

 

The SHSP 2005 funds will be used to enhance domestic emergency preparedness through training, security perimeter barriers, personal protective equipment and interoperability communications equipment. The LETPP 2005 funds will be used to augment equipment for the Police Department's Homeland Security response capabiIities.

 

On August 17, 2005, the City received notification from the Los Angeles County Office of Emergency Management of final approval for $37,611 in Emergency Management Program Grant (EMPG) funds. These funds will be utilized*for the purpose of disaster management efforts in Area F. Area F consists of the cities of Long Beach, Avalon and Signal Hill under a Joint Powers Agreement.

 

In addition, $120,634 has been reinstated in the UASl 2004 grant award to the City. This amount represents approximately a one percent reduction for administrative fees that the Office of Emergency Services initially notified the City that it would require. The Office of Homeland Security subsequently determined that UASl grants would remain whole and the amount is included in the final award documentation received by the City in August 2005.

TIMING CONSIDERATIONS

City Council action on. this matter is requested on September 13, 2005 to expedite the receipt of grant funds and procurement of equipment.
