DISCUSSION
The Workforce Investment Network (Network) operates the San Pedro-based Harbor WorkSource Center on behalf of the communities surrounding the L.A. Harbor. That Center functions similarly to other Network one-stop centers by providing employment assistance to adults and dislocated workers, and by partnering with businesses to meet their workforce needs. The contractual partnership with the City of Los Angeles and its Workforce Investment Board was part of a larger strategy to allow the neighboring Long Beach and Los Angeles communities to better work together in tapping into the employment opportunities of the Harbor area and its twin ports.
 
With the rise in worker dislocations and unemployment, the Governor prioritized a certain portion of his discretionary Workforce Investment Act Funds to be allocated to twenty-five local Workforce Investment Boards most in need of additional assistance. In March, the City Council accepted a grant for $257,136 on behalf of the Network. The City of Los Angeles received $1.4 million from the Governor, and allowed its one-stop operators to submit proposals to utilize portions of that money.
 
The City of Los Angeles has approved the Network's request for funds that total $80,164, and are to be spent by December 31, 2009. Network staff at the Harbor WorkSource Center will use those funds to support additional demand for education, training, and job placement services by residents recently laid-off from jobs.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on April 14, 2009, and by Budget and Performance Management Bureau Manager, David Wodynski on April 20, 2009.
 
TIMING CONSIDERATIONS
City Council action is requested on May 5, 2009 in order to facilitate processing of required documents.
 
FISCAL IMPACT
An appropriations increase of $80,164 is requested in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). The increase is included in the recommended action. There is no impact to the General Fund.
