TITLE
Recommendation to adopt Specifications No. PA-01107 and award a contract to Azteca Landscape for providing Queensway Bay landscaping and maintenance in the total estimated annual amount of $685,461 for the period of one year, with the option to renew for three additional one-year periods, at the discretion of the City Manager.  (District 2)
 
DISCUSSION
City Council approval is being requested to enter into an annual contract to provide grounds and landscape maintenance services in the Queensway Bay area. Given the high concentration of tourists and conventioneers in the area, the City has identified Queensway Bay as requiring a higher level of grounds and landscape services, similar to a theme park site.
 
The most recent contract, with United Pacific Services, for this area was approved by the City Council on December 23, 2003 for an estimated annual amount of $479,722. Since the previous award, further developments at the Aquarium of the Pacific and the Queen Mary Events Park, and higher pedestrian traffic have resulted in a greater need for upkeep and maintenance on the grounds, street landscaping and the esplanades.
 
In an effort to control costs for continued development, new specifications have identified optional and supplemental tasks to be performed on an as-needed basis, or added to regular maintenance, as the City deems necessary for upkeep and maintenance of the Queensway Bay area. The optional and supplemental tasks include future site development, irrigation repair, plant replacement, turf renovation and special event preparation and repairs.
 
The bid was advertised on December 5, 2006, and 43 potential bidders specializing in landscape maintenance were notified of the bid opportunity; ten are Minority-owned Business Enterprises (MBEs), six are Women-owned Business Enterprises (WBEs), four are Long Beach businesses, and three are certified Small Business Enterprises (SBEs).  The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbr)urchasing .orq. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid
Opportunities, which is sent to 32 local, minority and women's business groups. Bids were opened on December 28, 2006. Azteca Landscape of Ontario, CA, is the lowest responsible bidder.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on November 28, 2006 and Budget Management Officer David Wodynski on January 12, 2007.
 
TIMING CONSIDERATIONS

concurrently is requested on January 23, 2007 to ensure that a contract is in place expeditiously .
 
FISCAL IMPACT
The cost of this contract, in the estimated annual amount of $685,461, is budgeted in the Tidelands Fund (TF 411) in the Department of Parks, Recreation and Marine (PR). This amount reflects a 29 percent increase from the previous contract due to new developments, and optional and supplemental tasks required on an as-needed basis. The term of the contract will be for one year with the option to renew for three additional one year periods. The City will have the option of adding expenditures up to 10 percent (or $68,546) above each contract amount, if funds are available.
