DISCUSSION
The Los Angeles County Department of Public Health (LACDPH) was awarded a grant from the Centers for Disease Control and Prevention (CDC), for Strengthening Public Health Infrastructure for Improved Health Outcomes.  This pilot project seeks to enhance local public health infrastructure by implementing regional community health assessments, developing strategic plans to address health disparities, and developing health policies that promote health equity among residents.  Under the first year of this grant, the Long Beach Department of Health & Human Services (Health Department) will work in partnership with the LACDPH to conduct training for key staff to increase organizational capacity to improve health outcomes in the City of Long Beach.  The subsequent years of the grant will focus on strategic plan and health policy development, and implementing a local campaign to increase community awareness of the value of public health in improving quality of life.

This matter was reviewed by City Attorney Linda Trang on May 26, 2011 and by Budget Management Officer Victoria Bell on May 27, 2011.

TIMING CONSIDERATIONS
Due to the short time-frame of this contract, City Council action on this matter is requested on June 14, 2011, in order to recover costs once the contract is approved.

FISCAL IMPACT
The total amount of this agreement is $100,000, and an increase in appropriations for this same amount is included in the recommended action.  The term of this agreement will begin upon approval and execution of the agreement, and operate through September 29, 2011.  Appropriation requests for subsequent fiscal years will be handled through the annual budget adoption process.  There is no impact to the General Fund, no City match and no net impact to jobs associated with the recommended action.
