DISCUSSION
 
It is the goal of the Department of Public Works to widen streets, sidewalks and alleys to the standards established in the City's General Plan. When a significant new development is proposed, the public rights-of-way adjacent to the site are reviewed for sufficiency to accommodate the new development. For the construction of a drivethrough car wash at 1050 East Anaheim Street, the dedication and improvement of additional street, sidewalk and alley width is recommended, as shown in the attached Exhibit A. In particular, the dedications recommended are as follows:
 
      · A 2.5-foot wide sidewalk easement should be provided on Anaheim Street in order
      to widen this sidewalk from 7.5 to 10 feet.
 
      · The existing 10-foot wide alley should be widened on the north side by 5 feet, to a total
       width of 15 feet. The standard alley width of 20 feet will be achieved when property on
      the south side of the alley is improved and a second public alley dedication of 5 feet is
       recorded.
 
      · Lewis Avenue, currently 25 feet wide east of centerline, should be widened by 3 feet
      to 28 feet wide west of centerline. This will provide the additional space needed to
      create a parking lane. The ultimate full width of this local street is 56 feet. The developer
      will be relocating the curbing 4.5 feet easterly to provide the parking lane.
 
The developer of the 1050 East Anaheim Street property agreed to development conditions that include the above-described dedications and the improvements required thereto. This matter was reviewed by Deputy City Attorney Amy R. Burton on February 19, 2008 and Budget Management Officer Victoria Bell on April 1, 2008. In conformance with the California Environmental Quality Act, Categorical Exemption CE 07 -258 was issued for this project.
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
A document processing fee of $490 was paid by the developer and deposited in the General Fund (GP 1 00) in the Department of Public Works (PW).
