DISCUSSION
City Council approval is being requested to enter into a contract for the purchase of
three Multi-Casualty Incident (MCI) units and one Dive Support Unit as part of the City's
Fiscal Year 2004 (FY 04) Urban Area Security Initiative (UASI) Grant Program. These
units will be assigned to the Fire Department and will be an addition to the Fleet. The
purchase price for the four units is $981,909, including tax.
The UASI Grant provides assistance to agencies to address the unique planning,
equipment, training, and exercise needs of large urban areas, and to assist them in
building an enhanced and sustainable capacity to prevent, respond to, and recover from
threats or acts of terrorism. These units will provide the City with an enhanced capacity
to respond to Multi-Casualty Incidents. The three MCI units will be identical and will be
designed to decontaminate and medically treat 100 patients each. These units will be
equipped to handle exposures from chemical and biological attacks, and provide
additional protective equipment for Fire personnel, along with decontamination
materials.
The Dive Support Unit is designed to support dive operations unique to the City of Long
Beach and harbor areas. Diving within the Port of Long Beach relative to ship security
has increased significantly and the Dive Support Unit has been designed to facilitate not
only the Port Dive Operations Group (consisting of a number of outside agencies
involved in the Port Diving effort) but also the management of these operations which
can involve as many as 50 people including divers and support personnel. The unit will
also be used to support a wide variety of significant events such as aircraft accidents
that occur in the coastal region of not only Long Beach but to assist mutual aid requests
within other jurisdictions. These units will be located throughout the City.
The City Charter provides an alternative procurement method by permitting the City to
purchase or otherwise obtain services, supplies, materials, equipment and labor with
other governmental agencies by purchasing under their contracts on a voluntary and
selective basis when authorized by a Resolution of the City Council. The Department of
Public Works, Fleet Services Bureau, investigated procurement options and learned
that San Luis Obispo County, California, completed a competitive bid process for fire
support units and has a purchase order with Placer Fire Equipment, Inc., that meets the
City's needs. This cooperative purchase agreement will facilitate the timely acquisition
of the fire support units and provide cost benefits to the City.
Placer Fire Equipment, Inc., has agreed to sell four (4) fire support units to the City of
Long Beach under the same terms and conditions as are afforded to San Luis Obispo
County, California, in an amount not to exceed $981,909, including tax. The Matrix Fleet
Study completed in 2004 supports the use ,of cooperative purchase agreements and
adherence to a long-term replacement plan.
