TITLE
Recommendation to authorize City Manager, or designee, to execute a Facility Use Permit at the Central Facilities Center, at 1133 Rhea Street, with the New Hope Academy of Change, for a period of five years, with the option of extending the permit annually after the end of the initial term, and upon a determination by the City that the permittee has fully complied with the terms and conditions of the permit and is otherwise in good standing with the City; and
Increase appropriations in the General Fund (GF 100) in the Health and Human Services Department (HE) by $200, offset by permit revenue. (District 6)
DISCUSSION
Since 1974, the City of Long Beach (City) has been providing services to improve family wellness at four geographically placed facility centers located at the: Central Facilities Center, 1133 Rhea Street; North Facilities Center, 6335 Myrtle Avenue; West Facilities Center, 2125 Santa Fe Avenue; and, Miller Family Health Education Center, 3820 Cherry Avenue.
In addition to City services, community-based services have been provided by a variety of local non-profit agencies that occupy office space at these sites through Facility Use Permits. Agencies utilizing space at these various facilities are required to be non-profit agencies, and must address a critical need at the local level. Space is provided on a first-come, first-served basis, based upon availability. All agencies must meet City insurance requirements.
The New Hope Academy of Change (NHAC) is requesting to enter into a Facility Use Permit for space located at the Central Facilities Center. The NHAC is aligned with the health and community service needs of the central area and is dedicated to improving the lives of underserved “at-risk” youth in the central area of Long Beach. The NHAC is an educational organization that provides academic support, counseling, drug intervention and prevention, gang intervention, health education, sports and nutrition, and trauma-informed care to at-risk youth ages 10-18 (up to 25 years old with special needs). At this site, the NHAC will also provide parent education and training workshops.
This matter was reviewed by Deputy City Attorney Linda T. Vu on July 31, 2018 and by Revenue Management Officer Geraldine Alejo on August 1, 2018.
TIMING CONSIDERATIONS
City Council action is requested on August 21, 2018, to allow the Facility Use Permit to begin September 4, 2018.
FISCAL IMPACT
The Facility Use Permit with the NHAC is granted at a fee of $200 per month. Annual revenue in the amount of $2,400 will accrue in the General Fund. As lead operator, the City is responsible for additional utilities and facility costs which are offset by the monthly permit fee. An appropriation increase of $200 for one month of utilities and facility costs, is requested in the General Fund (GF) in the Health and Human Services Department (HE), offset by permit revenue. Subsequent years appropriation will be included in the annual budget process. There is no local job impact associated with this recommendation.
