TITLE

Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments thereto, between the City of Long Beach and DDR Urban, LP, to provide as-needed supplemental law enforcement and security services at The Outlets at the Pike, in an estimated amount of $19,887, for a period of six months, for a total estimated annual amount of $39,774, with the option to extend for additional six-month periods; and

 

Increase appropriations in the Tidelands Fund (TF 401) in the Police Department (PD) by $39,774, offset by reimbursement revenue.  (District 2)

 

DISCUSSION

DDR Urban, LP (DDR), has requested that the Long Beach Police Department (LBPD) provide supplemental law enforcement and security services at The Outlets at the Pike, commonly referred to as “The Pike Outlets.”  The proposed services would be provided, as needed, for six-month terms, as determined by the Chief of Police.  LBPD personnel includes Police Officers, Police Corporals and Police Sergeants. Either party may terminate the agreement with 30 days written notice.

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on November 2, 2016 and by Budget Analysis Officer Julissa Jose-Murray on November 14, 2016.

                                                                                                         

TIMING CONSIDERATIONS

City Council action to approve this recommendation is requested on December 13, 2016, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The annual cost of this contract is currently unbudgeted; therefore, an appropriation increase in the Tidelands Fund (TF 401) in the Police Department (PD) in the amount of $39,774 is requested, which is based on an estimated 208 hours per six-month term.  The total cost of services provided under this agreement will be fully offset by reimbursement revenue from DDR.  There is no local job impact associated with this recommendation.
