TITLE
Recommendation to approve Community Development Advisory Commission funding recommendations for Fiscal Year 2011 (FY 11) Neighborhood Partners Program to support ten neighborhood beautification and improvement projects in the amount of $47,484.23.  (Districts 1,2,4,7,8)
 
DISCUSSION
The Neighborhood Partners Program (NPP) is offered by the Department of Development Service's Neighborhood Services Bureau to assist neighborhood and community groups with neighborhood beautification and improvement projects.  Eligible groups must be formally established organizations with designated officers, membership rosters, and a history of neighborhood involvement.  The NPP provides matching grants of up to $5,000 in goods and services to accomplish approved neighborhood improvement projects within Community Development Block Grant (CDBG) eligible neighborhoods, and the North Long Beach Redevelopment Project Area.  The match provided by the applicant must be equal to at least 50 percent of the total project cost and may be supplied in the form of cash, goods and services, and volunteer work hours.  Volunteer work hours may not be the sole match.
 
Notices of funding availability were sent to more than 1,400 community groups and neighborhood associations within CDBG eligible neighborhoods on July 9, 2010.  Seventeen completed proposals were received in the competition for funds.  Two proposals that were not in the CDBG eligible areas were referred to the North Long Beach Project Area Committee (NLBPAC) for their review and potential funding approval at a future date.
 
A committee of the Community Development Advisory Commission (CDAC) reviewed and ranked each of the fifteen applications based upon pre-established criteria that emphasized positive neighborhood improvement projects and recommended funding for ten proposals. At its September 15, 2010 meeting, CDAC approved the committee's recommendation.  Attached are the ten recommended projects totaling $47,484.23.
 
This item was reviewed by Deputy City Attorney Richard Anthony on September 14, 2010 and Budget Management Officer Victoria Bell on September 15, 2010.
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
Sufficient funds to support the Neighborhood Partners Program are currently budgeted in the FY 11 Community Development Grants Fund (SR 150) in the Department of Community Development (CD).  As a result of the reorganization efforts that are currently in transition, a formal reconciliation to transfer these funds to the Department of Development Services will occur through a future FY 11 quarterly budget adjustment.  Action on this item will not have an impact on the General Fund.  There may be an indirect and minimal impact on jobs within the construction industry.
