DISCUSSION

First 5 LA has awarded the City of Long Beach a grant of up to $160,627 under their Engaging Fathers Investment Program to establish a Father-Friendly Long Beach (FFLB) network from January 1, 2017 through December 31, 2018.  First 5 LA’s Engaging Fathers Investment is intended to further enhance the City’s current Life Coaching and Fundamentals of Fatherhood Project (LCFFP), which is federally funded by the Office of Family Assistance’s New Pathways for Fathers and Families.  The FFLB complements the goals and objectives of the LCFFP by setting forth the momentum necessary to achieve our long-term outcome of establishing a Fatherhood Response Network in the City of Long Beach.

 

The FFLB network will be comprised of consumers, local non-profit organizations, and public institutions that will develop father-friendly guidelines that encourage institutional changes to create a father-friendly city.  The primary goals of the FFLB network are to:  1) transform the City of Long Beach into a father-friendly environment that strengthens family protective factors; and 2) increase the connection between social and health services, leading to greater access to services for all fathers.  The FFLB network aims to achieve these goals by educating local community-based organizations and businesses on father-friendly guidelines and encouraging the implementation of these practices.  Additionally, the FFLB network will implement a social media and marketing campaign to increase awareness of the guidelines; improve linkages to local, County and statewide fatherhood efforts; and, increase the knowledge of available community resources for fathers. FFLB network members will also educate civic leaders of these efforts and encourage the City Council to consider adopting a father-friendly resolution that validates the guidelines for Citywide use.

This matter was reviewed by Deputy City Attorney Linda T. Vu on November 10, 2016 and by Budget Management Officer Rhutu Amin Gharib on November 14, 2016.

 

TIMING CONSIDERATIONS

City Council action is requested on December 6, 2016, to commence the program on January 1, 2017.

 

FISCAL IMPACT

The total funding amount will be up to $160,627 for the period of January 1, 2017 through December 31, 2018.  An appropriation increase in the amount of $80,314 is requested in the Health Fund (SR 130) in the Health and Human Services Department (HE) for FY 17 program costs.  Subsequent year appropriations will be requested through the annual budget process.  No match or in-kind service mandate is required, and there is no local job impact associated with this action.
