TITLE

DISCUSSION
In 2007, the Long Beach Redevelopment Agency acquired land at 851 Orange Avenue for the construction of a new park.  The park is planned for an area in Long Beach that has minimal green space for residents.  The approximately one-third acre park will include site amenities such as landscaping, lighting, benches and picnic tables.  A vicinity map of the area is attached.  In 2011, the Department of Parks, Recreation and Marine (PR) obtained grant funding from the State of California Department of Parks and Recreation 2006 Parks Bond Act, also known as Proposition 84.   
 
The project was advertised for bids on October 31, 2012, and bids were opened on November 28, 2012.  In addition to placing an advertisement for bids in the Long Beach Press Telegram, bid documents were made available online for review and download through the City's website at  http://www.longbeach.gov/purchasing/default.asp, in a continuing effort to increase participation of local businesses, Minority Business Enterprises (MBEs), Women Owned Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs).  
 
 
For this bid, 1,086 firms registered on the website were notified via automatic email notice, including 127 firms located in Long Beach.  Sixty-five sets of bid documents were purchased or downloaded by prospective bidders, and six bids were received.  Of the bidding firms, none are local, none are MBE or DBE, and one is a WBE. Micon Construction, Inc., of Placentia, California, not a MBE/DBE/WBE, has been determined to be the lowest responsible bidder.
 
This matter was reviewed by Deputy City Attorney Linda Trang on December 17, 2012 and by Budget Manager Dennis Strachota on December 21, 2012.
 
In accordance with the California Environmental Quality Act, a Categorical Exemption has been issued for this project.
 
SUSTAINABILITY AND ENVIRONMENTAL
 
The project has been designed to incorporate many water conservation measures, including drought tolerant plant material and water-efficient irrigation systems. In addition, the site amenities incorporate recycled materials.  
 
TIMING CONSIDERATIONS
City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project.  
 
FISCAL IMPACT
Sufficient funds for this project are currently budgeted in the Capital Projects Fund (CP) in Parks, Recreation and Marine (PR).  The funding source is $722,465 from a State of California Department of Parks and Recreation 2006 Parks Bond Act grant.  In 2012, the Department of Public Works assumed the management of the project for the development of the park.  Therefore, at this time, the project budget needs to be transferred from PR to PW.
 
The number of additional full-time equivalent (FTE) local jobs created by this project will not be known until the contractor completes their hiring and construction has commenced.  
 
SUGGESTED ACTION
Approve recommendation.
