TITLE
Recommendation to adopt resolution authorizing City Manager to submit a grant application through the Recreational Trails Program of the State of California, Department of Parks and Recreation, in the amount of $305,805 for the Red Car Greenway Trail Project, and based on the receipt of the grant and other funding, to execute any documents necessary for the implementation and administration of the project at a total cost of $1,161,180.  (District 6)
 
DISCUSSION
The Department of Parks, Recreation and Marine has identified a grant opportunity for funding of trail development through the State of California, Department of Parks and Recreation's Recreational Trails Program (RTP). The RTP provides annual funding to states through the Federal Highway Administration for recreational trails and trail-related projects. Funds are available for both motorized and non-motorized projects, with approximately $3.2 million available statewide for non-motorized projects. The grant requires a 12 percent minimum non-federal match.
 
In 2001, the City received a grant for $2 .4 million through the Metropolitan Transportation Authority (MTA) for the acquisition and partial construction of land along the Pacific Electric Right-of-Way (PEROW) between Walnut Avenue and Martin Luther King Jr. Avenue.  The PEROW parcel between Walnut Avenue and Orange Avenue has been acquired; however, only partial funding is available to complete the development of the site. The acquisition of other parcels is currently in negotiation and will be developed as a connection to the Red Car Greenway Trail Project in the future.
 
If awarded, the RTP grant will provide the final funding in the amount of $305,805 for the development of the bicycle and pedestrian trail as part of the Red Car Greenway Trail Project on the PEROW between Walnut Avenue and Orange Avenue (Exhibit A). Specifically, the trail development will consist of a concrete bicycle and pedestrian path, irrigation, turf, landscaping, bicycle racks, benches, and signage.
 
The resolution was prepared and the letter reviewed by Senior Deputy City Attorney Donna F.  Gwin on September 13, 2006, and Budget Management Officer David Wodynski on September 11, 2006.
 
TIMING CONSIDERATIONS
City Council action is requested on September 19, 2006, to allow submission of the grant
application to the State of California, Department of Parks and Recreation, by October 2,
2006.
 
FISCAL IMPACT
The total project cost for the Red Car Greenway Trail is estimated at $1,161,000, for which no funding has been received. If funded, the RTP grant will support $305,805 ; an additional $635,250 of the project costs will be funded through a grant from the MTA, which has been approved but not yet received . The final $220,125 is a City match (which fulfills the 12 percent non-federal match requirement of the RTP grant) that is expected to be funded by the Park Impact Fees or Open Space Bond, if approved. If the RTP grant is awarded by the State, the Department of Parks, Recreation and Marine will request City Council approval to accept and appropriate the funds.
