TITLE
Recommendation to authorize City Manager to execute an agreement with the Long Beach Unified School District for the operation of the 21st Century Community Learning Centers after school enrichment program at Los Cerritos Elementary School; authorize the required 15 percent General Fund in-kind match; and authorize City Manager to execute any future documents, including amendments, necessary to accept, implement, and administer the agreement. DISCUSSION
The 21st Century Community Learning Centers (21st Century) after school enrichment program is a collaboration between the City of Long Beach (City) and the Long Beach Unified School District (LBUSD). This program is funded by the State of California Department of Education through the federal 21st Century Community Learning Centers. The purpose of the program is to provide before and after school programs to disadvantaged K-12 students. The students receive academic enrichment opportunities and support services that help them meet state and local standards in core academic requirements.
LBUSD has allocated $124,313 of its 21st Century grant funding to the City for an after school program at Los Cerritos Elementary School, through June 30, 2012. The grant agreement requires a 15 percent in-kind match of $18,647, which includes staff, supplies, equipment that is kept at the school site, donations, programs that supplement the after school program, and a portion of administration costs. Participants are provided with a wide range of services and programs designed to support their academic, physical, social, and emotional development. The Department of Parks, Recreation and Marine has provided these services for six years and we anticipate approximately 19,000 visits this grant year.
Eight other school sites operate under the After School Education and Safety (ASES) Program, which include Burbank, Edison, Garfield, Grant, King, Lafayette, and Lee Elementary Schools, and Hudson K-8 School.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on June 17, 2011, and Budget Management Officer Victoria Bell on June 27, 2011.
TIMING CONSIDERATIONS
City Council action is requested on July 12, 2011, in order to enter into the agreement with the Long Beach Unified School District in a timely manner.
FISCAL IMPACT
There is sufficient carry-over appropriation for the $124,313 grant award; therefore, no appropriation increase is requested. The required 15 percent in-kind match in the amount of $18,647 is included in the Department of Parks, Recreation and Marine's General Fund FY12 proposed budget. The recommended action will result in a positive impact on jobs. The Department of Parks, Recreation and Marine has six part-time jobs associated with this program.
