TITLE
Recommendation to receive and file an extension to Contract No. 35506 with PeopleSolutions Healthcare Staffing, Inc., of Long Beach, CA, to provide temporary medical staffing to support public health needs citywide, and extend the term of the contract to March 11, 2022, with the option to renew for two additional six-month periods at the discretion of the City Manager, made pursuant to Chapters 2.69 and 2.85 of the Long Beach Municipal Code (LBMC) and in response to the proclaimed emergency due to the COVID-19 pandemic; and
Authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35506 with PeopleSolutions Healthcare Staffing, Inc., of Long Beach, CA, to provide temporary medical staffing to support public health needs citywide, and extend the term of the contract to March 11, 2022, with the option to renew for two additional six-month periods, at the discretion of the City Manager. DISCUSSION
City Council approval is requested to amend Contract No. 35506 with PeopleSolutions Healthcare Staffing, Inc. (PeopleSolutions), to continue providing temporary medical staffing to the Department of Health and Human Services (Health Department) for additional COVID-19 response support, and backfill potential vacancies created when City staff are reassigned to pandemic response programs. The additional staff support includes, but is not limited to, registered nurses, physicians, and medical assistants, and is critical to the investigation, identification, testing, isolation, and vaccination against COVID-19. Continued services will assist the Health Department in responding to the latest surge in COVID-19 cases caused by the Delta variant.
On March 10, 2020, the City Council recognized that an emergency existed and unanimously passed a Resolution ratifying the City Manager’s Proclamation of a Local Emergency and the Public Health Officer’s Declaration of Local Health Emergency due to the COVID-19 pandemic. Pursuant to LBMC Chapter 2.69 and 2.85, the City Manager has the authority to approve purchases of up to $1,000,000 for goods or services related to a proclaimed emergency with respect to requests for procurement and contracting.
PeopleSolutions submitted a Statement of Qualifications (SOQ) to Request for Qualifications (RFQ) HE19-072 for Temporary Medical Staffing conducted in April 2019, and were thereby adequately vetted. The RFQ was advertised in the Long Beach Press-Telegram on June 4, 2019, and 60 potential respondents specializing in temporary medical staffing were notified of the RFQ opportunity. Of those firms, 43 downloaded the RFQ via the City’s electronic bid system. The RFQ document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFQ announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 29 local, minority-owned, and women-owned business groups. Seventeen Statement of Qualifications (SOQs) were received on June 20, 2019. Of those 17 firms, 5 were Minority-owned Business Enterprises (MBEs), 4 were Woman-owned Business Enterprises (WBEs), 4 were certified Small Business Enterprises (SBEs), and 1 was a Long Beach business (Local).
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on November 3, 2021, by Purchasing Agent Michelle Wilson on October 29, 2021, and by Budget Analysis Officer Greg Sorensen on November 10, 2021.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 35506 is requested on December 7, 2021, to ensure minimal interruption in services.
EQUITY LENS
The City has incorporated the Equity Toolkit in this recommendation, as requested by the City Council on April 21, 2020. This recommendation will ensure services provided under this contract will assist those residents in Long Beach who have been the most disproportionately impacted by the COVID-19 pandemic.

FISCAL IMPACT
Sufficient appropriation to support the contract is currently budgeted in the Health Fund Group in the Department of Health and Human Services. This recommendation has minimal staffing impact beyond the normal budgeted scope of duties for staff currently working on COVID-19 response and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
