DISCUSSION

City Council approval is requested to amend the above contracts, for the delivery of as-needed construction materials testing and inspection services, to extend the term of the contracts to December 31, 2022.

 

On December 20, 2016, the City Council adopted Specifications No. RFQ PW16-138 and awarded contracts to the six selected consultants in a total aggregate amount of  $36,000,000, for a term of three years, with the option to renew for two additional one-year periods. These firms provide as-needed consultant services for current and anticipated projects within various City Departments, including Public Works, Development Services, Long Beach Airport, Energy Resources, Parks, Recreation and Marine, and Water.

 

The current contracts expire on December 31, 2021, and the City has exhausted all renewal options.  The procurement process for the next set of on-call consultants is currently in progress but has been negatively impacted by the COVID-19 pandemic. Extending the term of the current contracts one additional year will ensure continuity of contracted deliverables and provide adequate time for staff to complete the procurement process without interruption of services.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on May 20, 2021, Business Services Bureau Manager Tara Mortensen on June 10, 2021, and by Budget Management Officer Rhutu Amin Gharib on June 23, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on August 3, 2021, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action extends the contract terms for a one-year period, through December 31, 2022. The aggregate contract authority for as-needed construction materials testing and inspection services will remain at the current amount not to exceed of $36,000,000. Expenditures during the extended one-year term cannot be projected; therefore, no additional appropriation increase is requested at this time. Any work not currently budgeted will only proceed at such time as appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. All six consultants mentioned are Minority-owned Business Enterprises (MBEs) or Small Business Enterprises (SBE), and two are also Long Beach businesses (Local). All six consultants have committed to using small, local, or disadvantaged firms as subconsultants on their teams, as appropriate, based on the work assigned to them by the City under these contracts. Approval of this action would potentially have a positive impact on the local job market.
