TITLE

DISCUSSION

City Council approval is requested to enter into a contract with All American Asphalt, for the construction of the Market Street Pedestrian and Streetscape Project (Project).

 

The Project will implement a series of pedestrian and streetscape improvements along the 2.2-mile length of Market Street, from the Los Angeles River to 800 feet east of Cherry Avenue.  These improvements include new and upgraded decorative street lighting, parkway landscape and hardscape, new street trees, high visibility crosswalks, transit stop enhancements, curb bulb-outs, ADA-compliant curb ramps, sidewalk repairs, driveway repairs, utility relocations, new street furniture, new fiber optic facilities, wayfinding signage, and roadway pavement rehabilitation.

 

Lane narrowing and roadway reconfiguration between Los Angeles River and Cherry Avenue will slow vehicle speeds and allow for Class II/III/IV bike lanes and enhanced pedestrian safety.  Additional improvements include rectangular rapid flashing beacons, traffic signal upgrades, green-painted conflict zones, and bike signing and striping.  The Project is consistent with, and was identified in, the City of Long Beach (City) Bicycle Master Plan.

 

Complete Streets Assessment

Pursuant to Assembly Bill 1358 (the California Complete Streets Act), and as part of the implementation of the Mobility Element of the Long Beach General Plan, the City’s practice is to conduct a complete streets assessment for roadway construction projects.  The project site is located in North Long Beach and zoned for mixed-use, community commercial automobile-oriented, and multi-family residential.  The Project will generally consist of complete street improvements including Class II/III/IV bike lanes and other new bike/pedestrian facilities, bulb-outs, wayfinding signage, crosswalk, and transit stop enhancements, construction and reconstruction of curb ramps for ADA compliance, new and upgraded decorative lighting, flashing beacons, landscaping, and street trees, removing and relocating obstructions and utilities, and street furniture.  This infrastructure encourages the use of multi-modes of transportation by motorists, bicyclists, public transit passengers, and pedestrians of all ages and abilities.

 

This bid was advertised in the Long Beach Press-Telegram on January 28, 2022, and 204 potential bidders specializing in construction services, materials, and supplies were notified of the bid opportunity.  Of those bidders, 71 downloaded the bid via the City’s electronic bid system.  The bid announcement was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 43 local, minority, and women-owned business groups.  There were four bids received on March 2, 2022.  Of those four bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprises (SBE), and one was a Long Beach vendor (Local).  All American Asphalt, of Corona, CA, was the lowest responsive and responsible bidder.

 

Local Business Outreach

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications.  Through outreach, 11 Long Beach vendors were notified to a submit bids, of which 1 downloaded and 1 submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley and Budget Management Officer Nader Kaamous on March 18, 2022, and by Purchasing Agent Michelle Wilson on March 15, 2022.

 

SUSTAINABILITY

The project will improve the overall mobility and safety along the 2.2-mile corridor for North Long Beach, providing residents with more recreational and health benefits achieved by walking or cycling.  The project will also allow for residents to use bicycles as an alternate mode of transportation, resulting in less vehicle usage and a reduction of air pollution harmful to the environment.

 

In conformance with the California Environmental Quality Act, Categorical Exemption CE-21-100 was issued for this project on October 12, 2021 (Attachment B), which the Department of Public Works (Public Works) is asking City Council to accept.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7177 and award a contract concurrently is requested on April 5, 2022, to ensure the contract is in place to start construction expeditiously.

 

FISCAL IMPACT

The total amount of the contract will not exceed $8,318,600, inclusive of a 12.5 percent contingency. The total project cost is estimated at $11,153,381, inclusive of the requested contract, design, construction, construction management, labor compliance, project oversight, and inspections.  The project is currently supported by $2,653,163 from the Federal Surface Transportation program (STPL) funding from California Department of Transportation (Caltrans) approved by Los Angeles County Metropolitan Transportation Authority (Metro), $107,451 from AB 2766, $21,000 from Proposition A, $799,930 from Proposition C, $500,000 from Measure R, $200,000 from Measure M, $500,000 from Gas Tax, and $300,000 from Transportation Development Act (TDA), which are currently budgeted in the Capital Projects Fund Group in the Public Works Department. In addition, $2,838,000 in Local Partnership Program Funds (LLP) and $3,233,837 from Federal Congestion Mitigation and Air Quality Improvement Program (CMAQ), of which are being requested within this recommendation. The CMAQ funding requires a 20 percent local match; the STPL funding requires a 33.52 percent local match on construction and no match on construction engineering; and the LPP funding requires a 50 percent match of any other funds in the project.  All match requirements are covered by the comprised sources listed previously.

 

An appropriation increase in the amount of $12,143,674 is requested in the Capital Projects Fund Group in the Public Works Department.  Of this amount, $2,838,000 will be offset with LLP and $3,233,837 with CMAQ.  The remaining $6,071,837 is a technical appropriation to allow for the transfer of $2,838,000 LPP funds and $3,233,837 CMAQ funds from the Capital Projects Fund Group.

 

The Public Works’ Public Services Bureau will be responsible for ongoing landscape maintenance including irrigation, landscaping, and debris management. Operations and maintenance costs will be absorbed in the existing Public Service Bureau’s operating budget. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The number of additional local jobs created by this project will not be known until the contractors have completed their hiring and construction has commenced.
