DISCUSSION

The City of Long Beach Department of Health and Human Services (Health Department) is the lead entity for the Continuum of Care for Homeless Services, through the Department of Housing and Urban Development (HUD). The City subcontracts with several nonprofit agencies to provide supportive services, shelter and housing for homeless within the City of Long Beach. Two subcontract recipient agencies have returned grant funds for services currently in operation and therefore the respective service provisions must be reallocated to competent service providers that can maintain the same type of service within the Continuum of Care (CoC) System.

 

People Assisting the Homeless (PATH) was chosen through the Health Department's 2007 competitive grant allocation process to be awarded some reallocation funds for renewal funding in the 2007 CoC grant submission to HUD. The funding will provide 81 units of permanent housing for families, currently being built at the Villages of Cabrillo, which will open in 2008. In the interim, PATH has agreed to provide transition in place housing services as currently contracted between the City and HUD during the 2002 and 2006 CoC funding cycles to ensure minimal loss of existing funding and continued services to homeless families and youth.

 

The Children's Clinic (TCC) currently provides medical services at the Multi-Service Center (MSC) medical clinic. The Health Department's Public Health Nursing Division is now unable to continue to provide these grant-related services, due to reductions in workforce and the burden of cash match requirements for the grant. TCC has agreed to take over the grant contract for the 2006 CoC cycle and the subsequent 2007 annual renewal application, which is pending award, from the City to expand MSC clinic services to homeless individuals and families at the MSC.

 

This matter was reviewed by Deputy City Attorney Lori A. Conway on November 20, 2007 and by Victoria Bell, Budget Management Officer on November 20,2007.

 

TIMING CONSIDERATIONS

City Council action is requested on December 18, 2007 to ensure there is no loss of grant funding as well as to maintain seamless services to the homeless and to meet the grant contract outcomes.

 

FISCAL IMPACT

The maximum funding pass through will be $336,825 for a period of one year. These funds do not require any City resources and would supplement programs currently operated through the MSC and within the City's Continuum of Care System. Funding is currently available through the 2002 and 2006 HUD Continuum of Care award allocation and will be expended through the Health Fund (SR 130) in the Department of Health and Human Services (HE). Current appropriations were made as part of the Health Department's Fiscal Year 2008 budget process and there is no impact to the General Fund (GP).
