TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into a Memorandum of Understanding, and any necessary subsequent amendments, with the American Red Cross, in preparation for, responding to, and recovering from emergencies and disasters through vaccine response, for a three-year period from date of execution, with the option to renew for two additional one-year periods, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a Memorandum of Understanding (MOU) with The American Red Cross (ARC) for preparing for, responding to, and recovering from emergencies and disasters through vaccine response. The MOU will provide a broad framework for cooperation and support between the ARC and the City of Long Beach (City), Department of Health and Human Services (Health Department) in assisting individuals, families, and communities who have been or could be impacted by a disaster or an emergency and are in need of vaccinations.  The MOU will also provide descriptions of readiness and response activities, such as planning, training, exercising, and resourcing, and the clarification of roles and responsibilities of the ARC and the Health Department to the community and other agencies.

 

The ARC has assisted in previous vaccination Points of Dispensing (PODs) that allow for mass vaccination, as well as back-to-school immunization clinics for school-aged children who primarily use MediCal.  Additionally, the ARC has provided valuable staffing resources during outbreak responses, including Hepatitis A and most recently with COVID-19.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on March 14, 2022 and by Budget Analysis Officer Greg Sorensen on March 17, 2022.

 

TIMING CONSIDERATIONS

City Council action is requested on April 5, 2022, to expedite the provision of MOU services.

 

FISCAL IMPACT

There is no dollar value or fiscal impact associated with this recommendation.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
