TITLE
Recommendation to authorize City Manager to execute agreements for as-needed surveying services with Woolley & Associates, Hunsaker & Associates, and Harris & Associates, in an amount not to exceed $1,500,000.00 per consultant, for a three-year term; and to execute amendments to the agreements relative to: extending the term for up to one additional three-year term, authorizing additional services, if required, with the provisions of the agreements, and adjusting the fee schedule of hourly rates for inflation as appropriate and if funds are available. (Citywide)
DISCUSSION
The agreements for as-needed professional land surveying services are for the performance of as-needed surveying services for various City Departments including Public Works, Development Services, Community Development, Redevelopment, Long Beach Airport, Long Beach Gas & Oil, and Parks, Recreation & Marine. The services required will include, but are not limited to preliminary design surveys, construction staking, control surveys, global positioning surveys (GPS), levels, and subdivision map checking services. The services will include both office and field work and generally require an expertise, equipment, or temporary staffing levels not available with current City surveying staff.
The consultants were selected as the three most qualified providers of the services desired through a competitive Request for Qualifications (RFQ) process, in accordance with Administrative Regulation 8-4, "Selecting Professional Consultants." The RFQ was posted on the City's website. Twelve statements of qualifications were received, of which none were minority-owned, women-owned or Long Beach based businesses. Six firms were invited for oral interviews and based on those interviews and subsequent reference checks, three firms are now being recommended.
This matter was reviewed by Deputy City Attorney Linda Trang on July 28, 2009 and Budget and Performance Management Bureau Manager David Wodynski on July 30, 2009.
TIMING CONSIDERATIONS
Council action on this matter is requested on August 18, 2009, to allow execution of the agreement and commencement of work.
FISCAL IMPACT
The three contract awards are for a maximum amount of $1,500,000 each, for an aggregate maximum total not to exceed $4,500,000 during the three-year term of the agreements. These contracts are for as-needed services and will not be utilized unless a funded project requires the identified surveying services. It is anticipated that work done under these contracts during the three-year contract period will be funded in the Capital Projects Fund (CP) in the Department of Public Works (PW), Department of Development Services (DV), Department of Community Development (CD), Long Beach Airport (AP), Long Beach Gas & Oil (GO), and Department of Parks, Recreation & Marine (PR), respectively. Additional funding will also come from the Tidelands Fund (TF) for Long Beach Gas & Oil (GO) for subsidence surveying work.
