TITLE
Recommendation to authorize City Manager to execute an agreement with Environmental Systems Research Institute, Inc. (ESRI) to participate in the Community Maps Program and grant ESRI permission to use and publish City of Long Beach geographic data. (Citywide)
DISCUSSION
Environmental Systems Research Institute (ESRI), the City's GIS software vendor, has an online Community Maps Program. It integrates geographic data from government and commercial sources into a community map that ESRI publishes and hosts online. This program is available to any ESRI user organization and other geographic data providers interested in making their data content broadly available.
The Community Map is published as an online map service and hosted by ESRI for access by city, county, or participating agencies and other users via the Internet. The Community Map is integrated into the World Topographic Map, hosted by ESRI as part of its ArcGIS Online maps.
With the City Council's approval, ESRI and the City will partner in order to-publish the Community Map cache in the World Topographic Map. ESRI has committed to providing communities with software, training, and documentation necessary to complete the task. To participate in the partnership, the City is responsible for providing annual updates of the City's base data layers and allowing ESRI to publish a map cache at no charge. City data that would be made available include streets, boundaries, parcels, buildings, water bodies, landmark areas and park areas.
In return, users inside and outside of our organization, including the local business community and the general public, will have access to high quality maps with Long Beach data. The City also benefits by receiving access to the Community Maps data for internal and external applications as well as training in publishing our GIS data on the web. This knowledge and training will expedite the City's goal to make GIS available on the City's Internet website.
This matter was reviewed by Deputy City Attorney Gary Anderson on May 18, 2010 and by Budget Management Officer Victoria Bell on May 21, 2010.
TIMING CONSIDERATIONS
City Council action is requested on June 15, 2010 in order to avail of the benefits of participation in the program as soon as possible.
FISCAL IMPACT
There is no fiscal or jobs impact to enter into this agreement.
