TITLE

DISCUSSION
In May 2008, the City completed an assessment of the existing lighting, ventilation and storm drain systems and associated mechanical, electrical and plumbing (MEP) equipment serving the Spring Street and Lakewood Boulevard Tunnels at the Long Beach Airport.  This project primarily consists of the modifications for the items found in the assessment to be critical for the safety of vehicular traffic through the tunnels, as well as the safety of MEP maintenance workers.  This includes repairing the motor control centers for the carbon monoxide (CO) analyzer for each of the tunnels; replacing existing signs with Light Emitting Diode (LED) signs; refurbishing and/or replacing Heating, Ventilating, and Air Conditioning (HVAC) equipment; installing sump pumps in ventilation tunnels; replacing stairwells; and installing fall protection and safety rails in the air shaft.
 
City Council adoption of the plans and specifications and award of the contract are being recommended concurrently to expedite implementation of this project.  The project was advertised for bid April 30, 2010, and bids were opened May 26, 2010.  In addition to placing an advertisement for bids in the Long Beach Press Telegram, bid documents were made available through the City's weblink at www.PlanetBids.com.  In a continuing effort to increase participation of local businesses and Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), Women Owned Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs), bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.  
 
For this bid, 652 firms registered on the website were notified via automatic e-mail notice, including 119 SBEs.  Of the 652 firms, 90 are located in Long Beach.  Eight sets of bid documents were purchased by prospective bidders, and five bids were received.  There were no local businesses, SBE, MBE, DBE, or WBE registered firms that submitted bids.  DelMac Construction and Development, Inc., of Los Angeles, California, is the lowest responsible bidder.
 
This matter was reviewed by Deputy City Attorney Linda Trang on July 6, 2010, and Budget Management Officer Victoria Bell on July 15, 2010.
 
In accordance with the California Environmental Quality Act, Categorical Exemption No. CE-31-09 has been issued for this project.  The project received a Categorical Exclusion pursuant to 23 CFR 771.117(d) and in accordance with the National Environmental Protection Act, on January 11, 2010.
 
SUSTAINABILITY
 
New signs to be installed will be LED type, which will have much longer lamp life expectancy, lower energy consumption and lower maintenance costs, as compared with existing signs.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on August 3, 2010, in order to authorize timely commencement of this project.  Construction is anticipated to begin in November 2010 and should take approximately five months to complete.
 
FISCAL IMPACT
The contract award is for an amount of $1,013,000 plus a 10 percent contingency amount of $101,300, if necessary, and if funds are available.  An estimated amount of $167,145 (but not part of the award) is also requested for construction support activities as inspection, materials testing and DBE and prevailing wage support.  
 
Federal Highway funds (SAFETEA-LU) will provide 80 percent of the contract award and construction support activities at $1,025,156.  The 20 percent local match requirement of $256,289 is currently budgeted in the Airport Fund (EF 320).  Since the federal portion of the funding is not yet appropriated, an appropriation increase of $1,025,156 is requested in the Gas Tax Street Improvement Fund (SR 181) in the Airport Department.
                  
It is estimated that this construction project will provide funding for 12 full-time equivalent (FTE) construction jobs.
