TITLE

Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary documents including subsequent amendments, with the Local Government Commission, on behalf of the CivicSpark program, for the placement of a fellow, in a total amount not to exceed $34,000, for an 11-month period.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into an agreement with the Local Government Commission (LGC), for placement of a fellow to provide technical assistance in support of the Climate Action and Adaptation Plan (CAAP), through the CivicSpark program.

 

The CivicSpark program is a federally funded AmeriCorps program operated by LGC, in which LGC recruits, hires, and supervises emerging professionals who in turn provide capacity building services to local governments in California. In collaboration with LGC, the Department of Development Services has identified potential placement for a CivicSpark fellow for an 11-month period beginning September 2021. The CivicSpark fellow will assist the City with implementation of a Climate Ambassador Program and a public CAAP dashboard, and perform other planning duties related to CAAP.

 

This matter was reviewed by Assistant City Attorney Michael J. Mais on July 22, 2021 and by Budget Management Officer Rhutu Amin Gharib on July 29, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on August 17, 2021, to execute the agreement by September 2021. The agreement with LGC is anticipated to be effective September 14, 2021. The fellow’s engagement will conclude 11 months after their start date.

 

FISCAL IMPACT

The total cost associated for the agreement is estimated at $34,000 for the 11-month term. Sufficient appropriation is budgeted in the Development Services Fund Group in the Development Services Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
