TITLE
Recommendation to authorize City Manager to execute all documents with the Long Beach Community College District in the amount of $80,000 for Pacific Gateway to deliver employment and training services in green industries; to execute any needed subsequent amendments; and to increase appropriations by $40,000 in the Community Development Grants Fund (SR 150) in the Human Resources Department (HR).  (Citywide)
 
DISCUSSION
In June 2010, San Mateo Community College District (San Mateo) responded to a grant solicitation from the State's Labor and Workforce Development Agency and was subsequently awarded $3,000,000 to implement training programs that prepare individuals for employment in the green building and energy-efficiency industries.  San Mateo is providing these activities through a consortium of partners, including the Long Beach Community College District (LBCCD) as a secondary partner that includes Pacific Gateway.
 
The programs integrate basic and soft skills training, and infuse environmental literacy and technical training into various modules around green building, energy fundamentals, home and building performance analysis, solar electric installation, green landscape design, and others.  Through the collaborative partnership, Pacific Gateway will provide leverage services to address non-academic barriers to success and unmet supportive service and career counseling needs, and will serve as the main source of referrals of trainees in the Region.
 
Additionally, LBCCD will contract-in with Pacific Gateway to perform eligibility determination, customer data reporting and tracking, and transmission of reports to the State through its Job Training Automation System.  LBCCD will cover the staff costs of performing those functions, in an amount totaling $80,000.
 
This letter was reviewed by Deputy City Attorney Gary J. Anderson on February 10, 2011 and by Budget Management Officer Victoria Bell on February 23, 2011.
 
TIMING CONSIDERATIONS
City Council action is requested on March 15, 2011 in order to facilitate processing of required documents.
 
FISCAL IMPACT
The receipt of grant funds is not currently budgeted.  Therefore, an appropriation increase of $40,000 in the Community Development Grants Fund (SR 150) in the Human Resources Department (HR) is requested as part of the recommended action.  This appropriation will support the estimated initial outlays in FY 11.  Funding for next fiscal year's activities will be requested in FY 12.  There is no impact to the General Fund.  Approval of this recommendation will result in job training, skills enhancement, and employment opportunities for approximately 40 residents.
