TITLE
Recommendation to receive supporting documentation, including the petitions, into the record, conclude the public hearing, and request City Attorney to prepare an amendment to the Long Beach Municipal Code, to establish Preferential Parking District "U" as recommended by the City Traffic Engineer.  (District 4)
 
DISCUSSION
Residents of Britton Drive adjacent to Gant Elementary School and in the vicinity of California State University have requested the establishment of a new Preferential Parking District to include the west side of Britton Drive between Atherton Street and Marita Street.
The residents have also requested that a two-hour parking restriction from 9:00 a.m. to 6:00 p.m., Monday through Friday, except holidays, be established within the Preferential Parking District (copy of petition attached). The affected street segment is highlighted on the attached vicinity map.
 
A parking survey of Britton Drive between Atherton Street and Marita Street, conducted by staff in January of this year, revealed that more than 75 percent of the on-street parking spaces were occupied at the time of the survey. In addition, it was discovered that over 80 percent of the vehicles parked on this portion of Britton Drive were not registered to residents of the neighborhood.
 
A petition formally requesting the establishment of a Preferential Parking District and a two-hour parking restriction except by permit, from 9:00 a.m. to 6:00 p.m., Monday through Friday, except holidays, was circulated among the residents on the west side of Britton Drive. A review of the petition by staff revealed that over 90 percent of the residents of Britton Drive support the establishment of the Preferential Parking District and proposed parking restriction.
 
The City Traffic Engineer has reviewed the results of the parking survey and petition process and has determined that conditions on Britton Drive meet minimum Municipal Code criteria as outlined in LBMC 10.32.020 for the establishment of a Preferential Parking District and recommends City Council approve the residents request for the establishment of a Preferential Parking District on the west side of Britton Drive between Atherton Street and Marita Street.
 
Contingent upon City Council approval, it is recommended that the City Attorney be requested to prepare the following modification to Section 10.32.110 of the Long Beach Municipal Code to read as follows:
 
      "District U:  The west side of Britton Drive between Atherton Street and Marita Avenue"

TIMING CONSIDERATIONS
City Council action on this item is not time-critical.
 
FISCAL IMPACT
The cost of materials and installation for the preferential parking controls is estimated at $500. Sufficient funds are budgeted in the General Fund (GP) in the Department of Public Works (PW) to support this activity.
