DISCUSSION
 
City Council approval is being requested authorizing the City Manager to execute a contract for the purchase of one McNeil us LNG rear loader refuse truck for the Department of Public Works, Environmental Services Bureau, Refuse Division.
 
The Department of Public Works, Fleet Services Bureau, is requesting to purchase one LNG powered rear loader refuse truck as part of the Fiscal Year 2008 (FY 08) purchase plan. This new truck is a smaller design for use in narrow alleys and where overhead clearance is a problem. This rear loader will be used to support the newly formed Clean Long Beach Program in concert with a new refuse truck for the Alley Clean Up Program. These Programs endeavor to remove litter in the alleys of Long Beach, and increase the awareness of the City's litter removal program among the residents of the City of Long Beach.
 
The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
 
The Department of Public Works, Fleet Services Bureau, investigated procurement options and learned that the City of Lompoc had completed a competitive bid process in October 2007 for rear loader refuse trucks and has a contract with McNeilus Truck and Manufacturing that meets the City's needs. This cooperative purchase agreement will facilitate the timely acquisition of this refuse truck and provide cost benefits to the City.
 
McNeil us Truck and Manufacturing has agreed to sell one McNeilus LNG rear loader refuse truck to the City of Long Beach under the same terms and conditions as are afforded to the City of Lompoc. The Matrix Fleet Review Study also supports the use of cooperative purchase agreements and adherence to a long-term replacement plan.
 
This matter was reviewed by Deputy City Attorney Amy R. Burton on August 12, 2008 and Budget Management Officer Victoria Bell on August 18, 2008.
 
TIMING CONSIDERATIONS
City Council action to adopt the attached Resolution is requested on September 9, 2008 to ensure that the contract is in place expeditiously to minimize delivery turnaround time.
 
FISCAL IMPACT
The cost of this contract is $240,992 including tax, and is budgeted in the Fleet Services Fund (IS 386) in the Department of Public Works (PW). Costs will be recovered from the Refuse Fund (EF 330) in the Department of Public Works (PW).  The City will have the option of purchasing additional units, and adding expenditures up to 10 percent (or $24,099) above the contract amount, if necessary and if funds are available.
