TITLE
Recommendation to authorize City Manager to execute all documents with the Orange County Workforce Investment Board to receive Workforce Investment Act funds up to $449,987 for a Veterans Employment Assistance Program; to execute all documents with Long Beach Community College District in the amount of $109,500; and to execute any needed subsequent amendments.  (Citywide)
 
DISCUSSION
The Orange County Workforce Investment Board (OCWIB) and our Pacific Gateway Workforce Investment Board collaborated on a grant proposal to the State's Labor and Workforce Development Agency to implement a regional approach to the delivery of services to veterans returning from deployment. The two workforce boards received notice last May that the project application for $1 million was funded for $989,983 over a two-year period. Of that amount, the Workforce Investment Network (Network) will receive up to $449,987.
 
This regional project will serve 140 veterans through a comprehensive approach to addressing employment transition and re-entry into the local workforce in demand occupations. Services including employment assistance, training opportunities and social services, will be provided through a collaborative partnership between the two workforce boards' one-stop career centers, military institutions, veterans service organizations, public and private education agencies, labor organizations, economic development and business services, and public and non-profit agencies providing specialized support services.
 
The Network will target outreach and recruitment to appropriate veterans and coordinate the provision of services for an estimated 70 veterans through its Career Centers in Long Beach, Torrance and San Pedro. In addition, the Network will oversee contracted activities with various partners and vendors to ensure delivery of project services to its participants. This includes a sub-contract with Long Beach Community College District to provide training in Alternative Fuels Technology, Sustainable Water Landscape Design, and Radio Frequency Identification.
 
This letter was reviewed by Deputy City Attorney Gary J. Anderson on June 28, 2010 and Budget Management Officer Victoria Bell on June 25, 2010.
 
TIMING CONSIDERATIONS
City Council action is requested on July 13, 2010, in order to facilitate processing of required documents.
 
FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). A portion of these funds will be appropriated in FY 11. There is no impact to the General Fund. Approval of this recommendation will result in employment preparation, placement and job retention services for 70 recently returned veterans.
