DISCUSSION
City Council approval is requested to amend the contracts listed in the recommendation for as-needed construction management and inspection services, to increase the aggregate contract authority by $6,000,000 and extend the term of the agreements to August 31, 2023.
On July 5, 2016 and August 2, 2016, the City Council awarded several agreements for construction management and inspection services as part of the adoption of RFQ PW16-115 for a period of three years, with the option to renew for two additional one-year terms.
On August 3, 2021, the City Council approved a one-year extension to August 31, 2022 to sixteen of the original firms and added $10,000,000, for a revised total aggregate amount of $49,000,000.
The current contracts expire August 31, 2022, and the City of Long Beach (City) has exhausted all permitted contract extensions. The procurement process for on-call construction management and inspection services is underway and City staff aim to complete the process before the current contracts expire. Extending the term an additional year and adding additional authority will ensure the continuity of contracted deliverables and avoid potential service interruptions in case of unforeseen delays with the procurement process. The RFP process for on-call services is quite extensive as City staff ensure the scope of work contained within the RFP is updated since the last procurement process (in this case, 2015), provide sufficient time for issuance and vendor response to the RFP, judiciously review submittals, select vendors who best meet criteria of the RFP, submit a Council Letter for contract award, and route the contracts through the City’s contract conformance process. The City relies on the firms to manage the construction and delivery of capital projects and provide inspection services as required by code and other services needed to implement City Council approved capital improvement projects.
These firms have committed to using small, local, or disadvantaged firms as subcontractors on their teams, as appropriate, and provide as-needed professional construction management and inspection services for various City Departments, including Public Works, Development Services, Long Beach Airport, Long Beach Energy Resources, and Parks, Recreation and Marine.
This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra and Budget Management Officer Nader Kaamoush on June 29, 2022, and by Purchasing Agent Michelle Wilson on June 17, 2022.
TIMING CONSIDERATIONS
City Council action is requested on July 19, 2022, to ensure there are no interruptions to services.
FISCAL IMPACT
The requested action increases contract authority by $6,000,000 for a revised total aggregate contract amount not to exceed $55,000,000 and extends the term to August 31, 2023. Any work not currently budgeted will only proceed at such time as appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the existing City Council priorities. Approval of this recommendation will potentially have a positive impact on the local job market.
