TITLE
Recommendation to increase appropriations in the General Fund (GF) in the Legislative Department (LD) by $11,364, offset by the Sixth Council District FY 15 office budget surplus to be used for printing, mailing and outreach efforts; and
Approve the transfer of the Sixth Council District's one-time infrastructure funds from the Capital Projects Fund (CP) in the Public Works Department (PW) in the amount of $140,000 to support staff and related costs dedicated to community improvement and community engagement in the Sixth Council District for a two-year period (FY 17 and FY 18); and increase appropriations in the Community Development Grants Fund (SR 150) in the Economic and Property Development Department (EP) by $140,000. DISCUSSION
The Sixth Council District realized a savings of $11,364 from its FY 15 office budget. In accordance with the City's "Procedures for Implementation of Divide by Nine Funding," the Sixth Council District is requesting that its FY 15 budget savings be carried over to its FY 17 office budget from the Capital Projects Fund (CP) in the Public Works Department (PW) where it was placed. The amount specified will be utilized for printing, mailing and outreach purposes.
In addition, the Sixth Council District is the proud home of approximately 50,000 residents and is host to many outstanding institutions and public facilities. The District is also rich in culture, due in large part to its ethnic diversity. While there is much to celebrate, there are continuing challenges. These include unemployment, blight, high density, under performing business corridors, and a low level of civic engagement on the part of its residents.
City staff has done much to address the many challenges in recent years and progress has been made, However, the available resources are not sufficient to move the community beyond the current status quo, For this reason, the Sixth Council District is requesting to use a portion of the District's one-time infrastructure funds, working through the Workforce Development Bureau of the Economic and Property Development Department (Pacific Gateway), to support staff and related costs dedicated to community improvement and workforce engagement in the Sixth District

FISCAL IMPACT
The appropriation increase of $11 ,364 for the Sixth Council District office budget is funded from the FY 15 office budget surplus, and the appropriation increase of $140,000 for the Economic and Property Development Department (EP) is offset by a transfer from the Sixth Council District's one-time infrastructure funds in the Capital Projects Fund (CP) in the Public Works Department (PW), .
