TITLE

Recommendation to authorize City Manager to approve and adopt the recommendations of the Board of Health and Human Services for allocation of the Social Services Grant and Emergency Shelter Grant Programs, as outlined in Attachments A and B; and

 

Execute all necessary documents with community agencies for provision of social services and emergency shelter services for the period from October 1, 2007 to August 31, 2008 for the Social Services Grant Program, and October 1, 2007 to August 1, 2009 for the Emergency Shelter Grant Program with an option to renew the Social Services Grant Program from October 1, 2008 to August 31, 2009, and the Emergency Shelter Grant Program from October 1, 2008 to

DISCUSSION

The Social Services Grant Program (SSGP) was established in 1986 by the Long Beach City Council to encourage the development of innovative programs to address unmet and emerging social service needs of low-income Long Beach residents. The purpose of the Emergency Shelter Grant Program (ESGP) is to improve the quality and number of emergency homeless shelters by funding emergency shelter and homeless prevention projects.

 

In 2006 and 2007, community needs were assessed through the Community Development Consolidated Action Plan, which oversees ESGP funding to determine the social service needs within the city. Additionally, the Multi-Service Center for the Homeless issued a client survey to 700 clients to determine the needs of homeless individuals and families in Long Beach. Through this process, priority-funding categories for the SSGP and the ESGP were established and outlined in a Request for Proposals (RFP) process.

 

The RFP was released on April 12, 2007, at a workshop for interested applicants. Thirtyeight applications were received by the June 15, 2007 deadline, (33 SSGP and 5 ESGP).

Total funds requested were $797,265 for SSGP and $498,028 for ESGP.

 

Six Board of Health (Board) members, three Homeless Services Advisory Committee members and one Community Development Advisory Committee member participated on the review panel. On July 24, 2007, this Ad Hoc Committee met for the purpose of reviewing applications received in response to the RFP for the SSGP and ESGP. On August 24, 2007, the Board held a special meeting and approved the recommendations.

 

There were two Appeals received for the SSGP (Disabled Resource Center and Christian Outreach in Action) and both appeals were denied, as they were not based on applicable criteria under the RFP.

 

Attached is a listing of the 29 agencies recommended for SSGP funding in the total amount of $350,000 (Attachment A). Also attached is a listing of four agencies recommended for ESGP for a total of $370,042 (Attachment B). The funding is allocated for two years, with the second year of funding dependent upon approval by the Board and the City Council based on the agency's performance and the availability of funds. The Committee did make one additional recommendation, which pertains to the ESGP: if the Legal Aid Foundation does not agree to abide by the RFP and contract requirements to participate in the Homeless Management Information System, then their funds would be redistributed equally between Southern California Drug and Alcohol Programs and WomenShelter of Long Beach. A total of $66,000 of administrative supportive funds will be used by the DHHS staff to support the SSGP and ESGP.

 

This matter was reviewed by City Attorney Lori A. Conway on September 4, 2007 and Budget and Performance Management Bureau Manager David Wodynski on September 10, 2007.

 

TIMING CONSIDERATIONS

City Council action is requested on September 18, 2007, to enable the Department of Health and Human Services to begin contract negotiations and processing for the fiscal year beginning October 1,2007.

 

FISCAL IMPACT

The total allocation amount of $786,042 is included in the FY 08 Proposed Budget.

$200,000 is budgeted in the Department of Health and Human Services (HE) in the General Fund and the remaining amount is in the Department of Community Development (CD) in the Community Development Grant Fund.
