TITLE
Recommendation to authorize City Manager to execute an agreement with the Los Angeles County Area Agency on Aging to provide the Senior Community Services Employment Program for a term of three years, ending June 30, 2009.  (District 2)
 
DISCUSSION
For more than 25 years, the City of Long Beach (City) has collaborated with the Los Angeles County Area Agency on Aging (AAA) to deliver the Senior Community Services Employment Program (SCSEP). The City operates the SCSEP at the Long Beach Senior Center located at 1150 East Fourth Street. SCSEP participants are assigned to work in a temporary training opportunity in a subsidized community service position at the Long Beach Senior Center. They must be residents of Los Angeles County, at least 55 years of age, and have an income that does not exceed 125 percent of the poverty level. Positions are designed to provide and promote a useful part-time opportunity to assist in the transition to unsubsidized employment. SCSEP services range from personal and job-related counseling to job training, job referral and more.
 
The AAA is responsible for providing SCSEP participant orientation, designating City assignments, and paying participant salary, insurance and any applicable fringe benefits at no cost to the City. City and County staff work together to assist the enrollee in seeking and obtaining unsubsidized employment. The City provides training and supervision during the temporary assignment. Typical temporary jobs performed by enrollees at the Long Beach Senior Center include, but are not limited to, cashiering duties at the Cafe and Thrift Shop, check-in and check-out duties in the weight room, site assistance for the Human Services Association Lunch Program, and assistance to the Information and Referral Office selling bus passes and providing information to program participants. The City gives consideration to enrollees for all job openings for which they qualify.
 
The current SCSEP agreement will expire June 30, 2006. The County would like to continue the relationship with the City and has requested a new three-year agreement through June 30, 2009.

TIMING CONSIDERATIONS
City Council action is requested on June 13, 2006, to authorize the execution of the agreement.
 
FISCAL IMPACT
All costs associated with the program are handled directly by the Los Angeles County Area Agency on Aging. There is no impact to the General Fund.
