TITLE

DISCUSSION

City Council approval is requested to enter into a contract with ABM Parking Services (ABM), to provide airport parking operations and management at the Long Beach Airport (Airport).  ABM will provide field staffing, field management, and field parking operations for the Airport’s parking system, which includes Lot A, Lot B and the employee parking lots.  A 25 percent contingency is necessary to accommodate additional services from ABM, such as software and equipment upgrades, market and pricing analysis, staffing augmentation during peak seasons and unforeseen maintenance and repairs.

 

A Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on August 27, 2015, and 3,879 potential proposers specializing in professional, scientific, architectural, and technical services were notified of the RFP opportunity.  Of those proposers, 37 downloaded the RFP via our electronic bid system.  The RFP document was also made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing.  An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups.  Eight proposals were received on October 15, 2015.  Of those eight proposals, none were certified Small Business Enterprises (SBEs), two were Women-owned Business Enterprises (WBEs), none were Disadvantaged Business Enterprises (DBEs), three were Minority-owned Business Enterprises (MBEs), and none were Long Beach businesses (Local).

 

A selection committee, comprised of Airport staff, reviewed the written proposals and evaluated each firm on the following criteria: demonstrated competence; experience in performance of comparable engagements; reasonableness of cost; expertise and availability of key personnel; financial stability; and conformance with the terms of this RFP. The committee determined that ABM Parking Services, of Los Angeles, CA, was the most qualified to provide the services based on experience, qualifications and reasonableness of cost.

 

ABM is one of the nation’s premier operators of parking facilities, serving over 232 cities throughout the country.  Their experience includes providing parking management, shuttle operations, valet parking and ground transportation management services for airports as large as John F. Kennedy Airport and to airports as small as Santa Barbara Airport.  ABM has provided parking management services at the Long Beach Airport for the past decade, including shuttle services for several years, and has maintained a good level of customer service.

 

Local Business Outreach

 

In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts.  The Purchasing Division also assists businesses with registering on the Bids Online database to download the RFP specifications. Through outreach, 436 Long Beach vendors were notified to submit proposals, of which two downloaded and none submitted a proposal.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Rich Anthony on January 19, 2016 and by Budget Management Officer Victoria Bell on February 1, 2016.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP AP15-153 and award a contract concurrently is requested on February 16, 2016, to ensure that the contract is in place expeditiously.

 

FISCAL IMPACT

The annual base contract amount of $1,054,122 and contingency amount of $263,531 is budgeted in the Airport Fund (EF 320) in the Airport Department (AP). The contract amount for each year thereafter will be adjusted based on the Consumer Price Index for All Urban Consumers. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment of over 40 full-time and part-time employees residing in Long Beach.
