TITLE

Recommendation to receive and file the monthly Airport activity reports.  (District 5)

 

DISCUSSION

As requested, the following is a report on various activities at the Long Beach Airport.

 

Airport Passenger, General Aviation (GA) and Cargo Activity - The January 2006 Monthly Airport Activity Report (Attachment 1) provides monthly and year-to-date statistics for airline passengers (total and enplaned), aircraft operations by user category, and cargo carrier tonnage. Total passenger counts for January were 230,843 compared to last year's 233,505, a decrease of 1.1 %. Monthly GA operations compared to last year were up 19.2%, (26,483 operations vs. 22,214). Monthly cargo volumes were up 1.0% (4,162 tons vs.

4,120).

 

Noise Activity - The January 2006 Monthly Airport Noise Statistics Report (Attachment 2) includes four separate reports with current month and year-to-date totals. The four reports are as follows:

 

. Noise Complaints - Summarizes noise complaint information for commercial (which includes cargo carriers), GA, and other operations.

. Noise Complaint Plot Map - Identifies the origin of the complaint.

. Commercial Late Night Activity - Summarizes activity between 10:00 p.m. to 11 :00 p.m. and 11 :00 p.m. to 7:00 a.m. by airline.

. Noise Violations - Summarizes violations for airline and GA operations. Provides a complete listing of each violation, includes violator's name, date and time of violation, aircraft types, aircraft noise level, and the time specific allowable noise level.

 

The Airport's Noise Office receives and investigates noise calls and complaints from local residents and residents who live outside of Long Beach. In January, the Noise Office received 228'complaints from citizens compared to 235 complaints received in the previous month.

 

Further analysis of the noise complaints revealed the following:

 

. Total number of complainants: 79

 

. 59% (134 of 228) of the complaints were related to operations between 10:00 p.m.

and 7:00 a.m.;

 

. 46% (106 of 228) of the complaints were generated by 7 individuals;

 

. 1 % (2 of 228) of the complainants reside in Seal Beach or Huntington Beach.

 

Further analysis of the noise violations revealed the following:

 

. 1.3% (31 of 2,321) of total commercial operations occurred between 10 p.m. - 7

a.m.;

 

. 0.11 % (32 of 28,856) of the total aircraft operations (Commercial & GA) resulted in a noise violation.

 

. 0.17% (4 of 2,321) of the total commercial operations resulted in a noise violation.

Other Airport Activity

 

. Terminal Area Improvements Project - EIR Schedule

 

The comment period for the DEIR ended on January 30, 2006. The City received 276 comments (oral, written and bye-mail). These comments are currently posted on the City's website. Staff and the City's consultant are now in the. process of preparing responses to each of the comments received. It is anticipated that the responses will be completed and made available to the public on April 24, 2006.

 

The tentative date for the Planning Commission to consider the approval of the EIR is May 4,2006.

 

. Allocation of Flight Slots & New Service Routes

 

The City has been advised by American Airlines that, effective April 3, 2006, American's remaining four flight slots will be relinquished. The procedure for allocation of flight slots is addressed in the City of Long Beach Flight Allocation Resolution C-28465. The Airport Bureau currently has requests for flight slots from JetBlue Airways, Alaska Airlines, and Federal Express. Requests will be received until April 3rd, at which time allocation offers will be made consistent with Resolution C-28465.

 

Delta Connection/SkyWest commenced three daily non-stop flights to Salt Lake City on March 6.

 

On Tuesday, March 7, JetBlue Airways announced the start of new service between Long Beach and Sacramento. Effective May 6, 2006, JetBlue will provide three daily flights to Sacramento.

 

. Airport Triennial Emergency Exercise

 

The Long Beach Airport will hold a Federal Aviation Administration (FAA) mandated liveexercise on Saturday, April 22, 2006. Planning for this full-scale exercise began in March 2005, and is one of the requirements for the acceptance of funds under the Urban Area Security Initiative (UASI) grant.

 

The purpose of this full-scale training exercise is for airport and emergency service organizations to provide rescue, fire and emergency medical and related services to victims of a simulated major aircraft disaster. It will also be an opportunity for those organizations to practice interface under a unified command structure during a controlled airport emergency. There are four components to the exercise, which will. include participation by the Airport, Long Beach Fire and Police Departments.

 

This exercise will satisfy FAA requirements wherein Airport Operations/Safety, Public Affairs and the Fire Department's Aircraft Rescue and Firefighting response can be evaluated for their operational readiness and test the Mass Casualty Incident Command System. Additionally, the exercise will provide a meaningful, realistic and safe joint training exercise with agencies that include the American Red Cross, the Los Angeles County Coroner, the National Transportation and Safety Bureau, the Federal Bureau of Investigation, the Los Angeles County Sheriff's Department, the United States Army, area hospitals and City departments including Police, Health and Human Services, Technology Services, Parks, Recreation and Marine, and Public Works. Approximately 100 safety and airport personnel and 300 volunteers will participate in the exercise.

 

. Public Affairs Activities

 

Airport Information and Noise Abatement Center - The Airport Center, located at 4135 Donald Douglas Drive, is fully operational. The Airport Center's hours of operation are 8:00 a.m. to 5:30 p.m., Monday through Friday.

 

Public Affairs and Airport Volunteers provided tours and/or presentations to the following groups:

 

. Dedication ceremony for the two new Aircraft Rescue and Fire Fighting (ARFF) units. The units were named in honor of LB aviators Gladys O'Donnell and Barbara London.

. Roosevelt Elementary School - Third Grade

 

. Minnie Gant Elementary School - Five Kindergarten classes . Leadership Long Beach Quick Start Program . CSULB's Women in Careers Conference . Long Beach Girls Scout Troop 33 . CSULB Career Fair

 

. Airport Advisory Commission Annual Report

 

Attached for your review is the 2005 Airport Advisory Commission (AAC) Annual Report (Attachment 3).
