TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement and any subsequent amendments between the State of California Department of Health Care Services and the City of Long Beach, in a total amount not to exceed $37,803, to provide AIDS Drug Assistance Program (ADAP) services for the period of July 1, 2012 through June 30, 2015.  (Citywide)
 
DISCUSSION
Since the beginning of the HIV/AIDS epidemic, the City of Long Beach Department of Health and Human Services (Health Department) has provided services through the California AIDS Drug Assistance Program (ADAP).  This program, established in 1987, assists uninsured or under-insured, HIV positive individuals, with access to medications used to treat the disease, assist with the prevention of the spread of HIV and prevent the onset of related opportunistic infections.
 
The Health Department's annual efforts ensure that approximately 8,000 medications are dispensed by community pharmacies to individuals living with HIV.  These disease controlling medications total more than $3 million.  Without continued access to these medications, the mortality and morbidity of those living with HIV, and the transmission and acquisition of HIV, would be gravely increased.
 
The proposed agreement will allow the Health Department to continue to claim reimbursement for the provision of ADAP Services.  The term of the agreement is July 1, 2012 through June 30, 2015.
 
This matter was reviewed by Deputy City Attorney, Linda Vu on July 2, 2013 and by Budget Management Officer Victoria Bell on July 5, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on August 6, 2013, as the Health Department has been providing services under the agreement since July 1, 2012, but will be unable to recover costs until the agreement is approved.  Processing of this agreement was delayed at the State level, however, the Health Department will be able to fully recover all costs once the agreement has been finalized.
 
FISCAL IMPACT
The agreement totals $37,803 for the period July 1, 2012 through June 30, 2015.  Sufficient appropriation is currently budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE).  Subsequent appropriations will be included as a part of that year's annual budget process.  There is no impact to the General Fund, no City match, and no local impact to jobs associated with the recommended action.
