TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35417 with Measurement Control Systems, of Santa Ana, CA, to furnish and deliver natural gas meters and other services and parts, to increase the contract amount by $175,000, for a revised total annual contract amount not to exceed $325,000.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35417 with Measurement Control Systems, for furnishing and delivering natural gas meters and other services and parts, to increase the contract amount by $175,000, for a revised total annual amount not to exceed $325,000.

 

On October 8, 2019, City Council awarded a contract to Measurement Control Systems as part of its adoption of RES-19-0149 in the amount of $150,000, for two years with the option to renew for two additional one-year periods.   An increase in new construction by various developers throughout Long Beach has increased requests for new natural gas meter installations. The additional requests have depleted the Energy Resources Department’s (ER) warehouse of its natural gas meter inventory, and the request for an increase in purchasing authority will help to ensure adequate stock of new natural gas meters.

 

ER has installed Elster American natural gas meters for large commercial and industrial customers in Long Beach and Signal Hill. ER staff are fully trained on the operation, maintenance, and repair of these types of natural gas meters, which have proven reliable and durable.  Measurement Control Systems is the current authorized distributor of these types of natural gas meters for Long Beach.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony and Business Service Bureau Manager Tara Mortensen on May 18, 2021, and by Revenue Management Officer Geraldine Alejo on May 24, 2021.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 35147 is requested on June 15, 2021, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested amendment increases the contract authority with Measurement Control Systems by $175,000. The total revised annual contract amount will not exceed $325,000 and is budgeted in the Gas Fund Group in the Energy Resources Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
