TITLE

DISCUSSION
At the direction of the City Council, the Airport implemented the City's Airport Noise Compatibility Ordinance (LBMC 16.43) in 1995. The Airport Noise Compatibility Ordinance (Ordinance) is recognized as one of the strictest in the country and it obligates the Airport to identify and determine the noise levels for every aircraft operation.
 
The City's Ordinance is unique in that each aircraft is categorized in one of five groups and an allowable noise budget is developed for each group. The Long Beach Airport is the only airport in the country that uses noise budgets to separate, track and enforce its Ordinance. Acoustical Analysis Associates, Inc. (Associates), was instrumental in developing the parameters and setting allowable noise budgets for each group. In addition, Associates produces the noise contours for the Airport. The contours are developed utilizing noise monitor, radar track and fleet mix data from the Aircraft Noise and Operations Monitoring System (ANOMS). These contours determine which residential homes are impacted within surrounding areas of the Airport, based on the State of California standard of having no residences impacted within the 65 dB Community Noise Equivalent Level (CNEL).
 
In April 2007, the City Council directed the City Manager to develop a Neighborhood Protection Program. Specifically, the Council directed staff to utilize "mobile noise monitoring units to determine the appropriate installation location for six additional fixed/permanent noise monitors as approved by the City Council, to ensure accuracy for land use mitigation measure applicability purposes."
 
The Airport will utilize Associates to assist in developing the noise monitoring component of the Neighborhood Protection Program. Associates will be responsible for conducting a noise measurement survey, data gathering and analysis, and data reporting for the following identified areas:
 
      1. Bixby Heights area
      2. Britton Drive near Atherton Street and Bellflower Boulevard
      3. East Roosevelt Road and Gardenia Drive
      4. Future residential area North of the Long Beach Airport (Boeing Development)
      5. Southwest of Orange Avenue and San Antonio Drive
      6. Somerset Park area
 
It is estimated that the survey should be completed within six months. The charge for performing this scope of work is $102,000 plus a fifteen percent contingency for a total not to exceed amount of $117,300.

TIMING CONSIDERATIONS
City Council action on this matter is requested on December 4, 2007, in order to move forward with this portion of the Neighborhood Protection Program.
 
FISCAL IMPACT
The total amount of the agreement will not exceed $117,300. An increase in appropriations is requested in the amount of $117,300 in the Airport Enterprise Fund (EF 320).
