TITLE

Recommendation to adopt Plans and Specifications No. R-7037 for the construction of the Shoreline Drive (between Ocean Boulevard and Linden Avenue) Traffic Improvements; award a contract to All American Asphalt, of Corona, CA, in the amount of $505,505, and authorize a 20 percent contingency in the amount of $101,101, for a total contract amount not to exceed $606,606; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto.  (District 2)

 

DISCUSSION

City Council approval is requested to enter into a contract with All American Asphalt for traffic improvements to Shoreline Drive, between Ocean Boulevard and Linden Avenue. The main purpose of the project is to provide enhanced pedestrian, bicyclist and vehicular access to the Alamitos Beach Parking Lot and beach area located at Shoreline Drive and Ocean Boulevard. The project consists of installing traffic signal improvements at Shoreline Drive and the Alamitos Beach Access Road, new striping and signagefor a Class 2 bike path, a new pedestrian sidewalk, landscaping and irrigation improvements, and an ADA accessible ramp from the intersection of Shoreline Drive and the Alamitos Beach Access Road, to the Alamitos Beach Parking Lot.

 

The bid was advertised in the Press-Telegram on September 28, 2015, and 3,607 potential bidders specializing in construction were notified of the bid opportunity. Of those bidders, 78 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 22 groups that represent local, minority and women-owned businesses. The bid documents were also sent to several trade publications and plan rooms catering to groups within the construction industry. Eight bids were received on October 19, 2015. Of those eight bidders, one was a Minority-owned Business Enterprise (MBE), none were Women-Owned Business Enterprises (WBEs), two were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local). All American Asphalt, of Corona, CA (not an MBE, WBE, DBE, SBE or Local), was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download the bid specifications. Through outreach, 324 Long Beach vendors were notified to submit bids, of which six downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda Vu on November 10, 2015 and by Budget Operations Administrator Grace Yoon on November 12,2015.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7037 and award a contract concurrently is requested on December 1, 2015, to ensure that the contract is in place expeditiously.

 

FISCAL IMPACT

The total cost for this project is $778,610 and includes the construction contract award of $606,606, plus the cost for design, permitting, engineering support, and inspections. Consistent with the June 16, 2015 prioritization of existing Tidelands projects, $778,610 is available for this project. Funds are appropriated in the Tidelands Operations Fund (TF 401) in the City Manager Department (CM). All State Lands Commission requirements have been met and the City is ready to proceed with construction. Approval of this recommendation will provide continued support to our local economy by assisting in the preservation of employment for six full-time employees residing in Long Beach.
