TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any related documents, with the Trustees of the California State University, an agency of the State of California, to facilitate internship opportunities at Department of Parks, Recreation and Marine facilities for California State University Dominguez Hills Human Services Program students, for a period of three years, expiring on January 21, 2020. DISCUSSION
On March 8, 2011, the City Council approved Agreement No. 32148, and on April 15, 2014, approved Agreement No. 33487 with the Trustees of the California State University, an agency of the State of California, on behalf of California State University Dominguez Hills (CSUDH). The agreements allowed CSUDH Human Services Program students to intern at the Long Beach Senior Center. Agreement No. 33487 expired on January 21, 2017. CSUDH has proposed a new three-year agreement to provide for the continuation of the internship program at various Department of Parks, Recreation and Marine (PRM) facilities, for the period of January 22, 2017 through January 21, 2020.
PRM will continue to benefit from the proposed agreement, as the student interns will continue to provide labor and services at no cost in exchange for the learning experience gained through the internship program. They will be assigned to support a variety of programs for seniors, including health and social services information and referral, daily activities, and special events.
PRM will directly supervise each student intern and will submit timecards and performance reports to CSUDH. CSUDH will be responsible for providing all student orientations, placements, and insurance, as well as payment of all applicable salaries/benefits, while the students are interning in PRM facilities.
This matter was reviewed by Deputy City Attorney Linda T. Vu on February 8, 2017 and by Budget Management Officer Rhutu Amin Gharib on February 14, 2017.
TIMING CONSIDERATIONS
City Council action is requested on March 7, 2017, to enable the execution of the agreement so that CSUDH may begin placing student interns at PRM facilities.
FISCAL IMPACT
As all costs will be borne solely by California State University Dominguez Hills, there is no fiscal impact associated with the approval of this new three-year agreement. Since all students placed in PRM facilities will be interns, it is anticipated that there may be a temporary positive job impact associated with this recommendation.
