TITLE
Recommendation to authorize City Manager to execute all necessary documents with the Los Angeles County Department of Health Services for the Outreach, Enrollment, Retention and Utilization (OERU) Program in an amount not to exceed $983,720, increase appropriations in the Health Fund (SR 130) and in the Department of Health and Human Services (HE) in the amount of $983,720, and from this amount execute subcontracts and amendments in the initial amount of $210,186 with designated community agencies.  (Citywide)

DISCUSSION
The County of Los Angeles Department of Health Services (County) has awarded the City of Long Beach Department of Health and Human Services (DHHS) a grant in the amount of $983,720 for a period of two and one-half years to provide outreach, enrollment, retention and utilization (OERU) services to children and families who may be eligible for Healthy Kids, Medi-Cal, Healthy Families or other free or low-cost health care programs in the City of Long Beach (City). This new grant is funded by the OERU County allocation program from state general funds and matching Title XIX and Title XXI federal funds. The grant will enable the DHHS Medi-Cal Outreach Program to expand services currently provided under the County's Children's Healthy Outreach Initiative Program. The term of the new grant is March 1,2007 through June 30,2009.

As the lead agency for the City's Medi-Cal Outreach Program, the DHHS will continue to coordinate the citywide outreach campaign, conduct program activities, provide administrative support and ensure that the overall program objectives are met. DHHS staff will work with Medi-Cal Outreach collaborative agencies to increase access to health care by assisting children and their families in the City to enroll in health coverage programs to utilize and retain these benefits. The DHHS has conducted healthcare insurance outreach and enrollment programs funded with state and County funds since 1999. Annually, the program outreaches to more than 16,000 families and enrolls an average of 1,800 eligible families in no cost or low cost insurance programs such as Medi-Cal, Healthy Families, California Kids and Kaiser Permanente Cares for Kids.

A total amount of $210,186 of the grant funds will be subcontracted through June 2008, with an option for renewal through June 2009, to collaborative community-based agencies to sustain outreach, enrollment, and case-management activities. The following agencies were selected as subcontractors based on their ability to serve special population groups:
                                                      Council

This letter was reviewed by Deputy City Attorney Lori A. Conway on February 8, 2007 and Budget and Performance Management Bureau Manager David Wodynski on February 13, 2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested on February 20,2007, as services under the agreement were to have commenced on February 1,2007.

FISCAL IMPACT
The City will receive an increase in new grant revenues of $983,720 to be expended from March 1, 2007 through June 30, 2009. An appropriations increase of this amount is included in the recommendation and does not impact the general fund. The grant award will cover all direct costs to provide the requested services, however, most overhead costs associated with the program are currently supported by a combination of General Fund and Health Fund dollars.
