TITLE
Recommendation to authorize City Manager to execute the Fourteenth Amendment to Agreement No. 23214 with Compu-Dyne - Public Safety & Justice, Inc., (formerly known as Tiburon, Inc.), adding the Long Beach Airport to the Police Department's Computer-Aided Dispatch System in an amount not to exceed $21,000.  (District 5)
 
DISCUSSION
On October 5, 1993, the City Council authorized Agreement No. 23214 with Tiburon,
Inc., now Compu-Dyne - Public Safety & Justice, Inc., (Compu-Dyne) for the
purchase of Computer Aided Dispatch (CAD) and Records Management System
(RMS) software and maintenance for the Police and Fire Departments. That
Agreement has been amended several times to provide for customization of
software, annual maintenance, and to add maintenance for the system used by the
City of Signal Hill.
 
The Compu-Dyne CAD software is a mission-critical software application that is used
by the Police Department to process calls for service from the public and manage
field resources. The calls for service and field activity data captured by CAD is also
used for planning activities relative to staffing, crime analysis and homeland security.
The Long Beach Fire Department and the Signal Hill Police Department also
participate in the Long Beach Police Department CAD System.
 
The Department of Public Works, Airport Bureau, in conjunction with the Technology
Services Department and the Police Department, desires to enable this same
dispatching capability to support its security operations. The implementation of CAD
will coincide with the completion of the Airport's upgrade of its Security Access
Control System. It is anticipated that this project will be completed by the end of
January 2006.
 
Currently, Police and Security Officers assigned to the Airport use two separate radio
channels to communicate with Police and Airport dispatch and field units. The Airport
also manages security operations with a non-automated process utilizing handwritten
logs to track calls for service and field activity. This outdated process limits the
, Airport's ability to effectively manage resources, access important information or
develop activity reports related to homeland security.
 
Recent interoperability planning sessions identified the need to improve this process
by deploying the Compu-Dyne CAD system at the Airport. Installing Compu-Dyne
CAD at the Airport as an enhancement to the existing CAD system will greatly
improve interoperability between the Long Beach Police Department and the Airport
security operation. An integrated CAD system will also improve command and
control capability for Airport security personnel, support data sharing with the Police
Department, generate statistical data on activity in and around the Airport and greatly
enhance the City's ability to manage any large scale event occurring at the Airport.
 
The proposed Airport CAD deployment would be carried out as part of the current
upgrade of the Airport security facilities. Airport CAD, along with an upgrade of the
Airport radio system that will also interface to the Emergency Communications and
Operations Center (ECOC), will provide the optimum interoperability standard now
being recommended by the Department of Homeland Security. This project is
strongly endorsed by the Long Beach Police Department and the Technology
Services Department.
 
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on
December 12, 2005 and Budget Management Officer David Wodynski on December
8, 2005
 
TIMING CONSIDERATIONS
City Council action is requested on December 20, 2005, to ensure acquisition of the
CAD system technology to coincide with the completion of the Airport's upgrade of
the Security Access Control System.
 
FISCAL IMPACT
The total cost to add the Airport to Compu-Dyne's Agreement as a secondary agency
is $1 8,828 with an annual maintenance fee of $1,850. The maintenance fee may be
subject to an annual increase not to exceed 5 percent. Sufficient funds to cover the
purchase and the annual maintenance cost are .budgeted in the Airport Enterprise
Fund (EF320) in the Department of Public Works (PW).
