TITLE

Recommendation to authorize City Manager to amend Contract

No. 33457 with Ford E.C., Inc., of Los Angeles, CA, for the Naples Island Permanent Seawall Repairs Phase 1 Project, to increase the contract amount by $300,000, for a total contract amount not to exceed $11,717,637; and execute all documents necessary to complete the Project.  (District 3)

 

DISCUSSION

On May 6, 2014, the City Council adopted Plans and Specifications No. R-6983 for construction of the Naples Island Permanent Seawall Repairs Phase 1 Project (Project) and awarded a construction contract to Ford E.C., Inc., in an amount not to exceed $11,417,637.  Ford E.C. is scheduled to substantially complete the Project by October 30, 2015.  Public sidewalks and the northeast quadrant of the Rivo Alto Canal will be reopened for public use after 10 months of active construction.  Additional expenditures are required to fully cover unanticipated costs associated with the Project and additional work, including a new irrigation system, landscaping, and new light fixtures.

 

Despite substantial completion of the Project, minor disruptions to public access in the City’s right-of-way areas will be necessary to complete minor construction activities related to the guardrails, handrails, landscaping, docks, and concrete repair. These impacts will be temporary and limited to specific public right-of-way areas. No additional impacts are expected at the canal waterway.

 

This matter was reviewed by Deputy City Attorney Amy Webber on October 15, 2015 and by Budget Management Officer Victoria Bell on October 20, 2015.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on November 3, 2015 to allow final necessary construction-related activities to be completed.

 

FISCAL IMPACT

The revised cost of the Phase 1 Project is now estimated at $13,800,000, including the additional contract expense of $300,000.  Sufficient funding to cover the contract increase and other project expenses is budgeted in the Tidelands Operations Fund (TF 401) in the City Manager Department (CM). On June 19, 2014, the State Lands Commission authorized the expenditure of tidelands oil revenue for this project and no additional approvals are required.  As required, City staff will report to the State Lands Commission the final project cost upon full completion of the project.   There is no local job impact associated with this recommendation.
