TITLE

Recommendation to authorize City Manager, or designee, to execute a contract, and any necessary documents including any necessary amendments, with Infotech Institute, Inc., dba Healthcare Career College, of Paramount, CA, to provide occupational skills and clinical training, such as Certified Nursing Assistant (CNA) and Home Health Aid (HHA), in an amount not to exceed $335,000, through December 31, 2021, with the option to renew for an additional one-year period, at the discretion of the City Manager.  (Citywide)

DISCUSSION

City Council approval is requested to execute an agreement with Infotech Institute, Inc., dba Healthcare Career College (Infotech) for occupational skills and clinical training, for a total amount not to exceed $335,000.

Infotech provides occupational skills and clinical training, such as Certified Nursing Assistant (CNA) and Home Health Aid (HHA), to program participants through various Pacific Gateway programs as part of the U.S. Department of Labor (DOL) Strengthening Working Families Initiative (SWFI) and Workforce Innovation and Opportunity Act (WIOA) programs. The City contracts with numerous educational organizations to provide as wide of a variety of training opportunities as required to meet program participant needs. There are currently more than 100 similar program providers.

This matter was reviewed by Deputy City Attorney Amy R. Webber on July 9, 2021, Business Services Bureau Manager Tara Mortensen on August 4, 2021, and by Budget Manager Grace H. Yoon on August 6, 2021.

TIMING CONSIDERATIONS

City Council action is requested on August 24, 2021, to facilitate the processing of required documents.

FISCAL IMPACT

The requested action authorizes a contract with Infotech for a total amount not to exceed $335,000 through December 31, 2021, offset by reimbursement of grant funds. Sufficient appropriation is currently budgeted in the Community Development Grants Fund Group in the Economic Development Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will support training, skills enhancement, and employment opportunities for residents.

SUGGESTED ACTION

Approve recommendation.
