TITLE

Recommendation to authorize City Manager to execute all necessary documents to receive and expend $25,000 in grant funding from the Knight Foundation Fund via the Long Beach Community Foundation to prepare a comprehensive update to the City of Long Beach's existing Bicycle Master Plan (BMP);

 

Authorize City Manager to execute an Amendment to Contract No. 33842 with Alta Planning & Design, of Los Angeles, CA, for the BMP update, in an amount of $200,000, for a total amount not to exceed $500,000; and

 

Increase appropriations in the Development Services Fund

(EF 337) in the Development Services Department (DV) by $200,000.  (Citywide)

 

DISCUSSION

City Council action is requested to authorize acceptance of a $25,000 grant awarded by the Knight Foundation Fund, via the Long Beach Community Foundation, to assist in preparation of a comprehensive update to the City's existing BMP.

 

The BMP update will represent the intersection of the best health, planning and mobility policies, and will include an implementation and funding strategy to increase the overall livability index of the City. The BMP update will assist the City in prioritizing projects and include other Best Management Practices from throughout the State, country, and other countries like Denmark and the Netherlands. The implementation strategy will include short-, mid- and long-term priorities, ranging from small-scale to large-scale projects. Community outreach will be expanded to include recreational riders, large businesses, and destination locations, as well as our existing network of bicycle enthusiasts and activists. The resulting BMP update will lead to improved development standards and specific changes to the zoning code to require additional bike infrastructure in all new commercial and residential development projects.

 

The full cost of the BMP update is $200,000, so the grant funding would be supplemented with additional funding from the Departments of Development Services and Public Works. The update would be prepared in conjunction with Alta Planning & Design (Alta), one of the City's on-call transportation planning firms. A contract with Alta was authorized on April 7, 2015, as part of an aggregate approval for as-needed services totaling $5,000,000, of which $300,000 was allocated to Alta. However, this

 

allocation has been fully committed to other projects. Therefore, City Council approval is requested to amend the contract with Alta to add $200,000 for a contract amount not to exceed $500,000 and total aggregate authority for as-needed services not to exceed $5,200,000 to accommodate the BMP update.

 

This matter was reviewed by Assistant City Attorney Michael Mais on February 2,2016 and by Budget Management Officer Victoria Bell on February 9, 2016.

 

TIMING CONSIDERATIONS

City Council action is requested on February 23,2016, to allow timely implementation of the program activities.

 

FISCAL IMPACT

The cost of the BMP update is estimated at $200,000, which includes the $25,000 grant provided by the Knight Foundation Fund via the Long Beach Community Foundation. While no matching funds are required by the grantor, the remaining cost of $175,000 will be funded by the City. The Development Services Department will provide $100,050 from funds available in the Development Services Fund (EF 337) and the Public Works Department will provide $74,950 from Measure R funds appropriated in the Transportation Fund (SR 182). The BMP update is not currently budgeted; therefore, a $200,000 appropriation increase in the Development Services Fund (EF 337) in the Development Services Department (DV) is requested. There is no local job impact associated with this recommendation.
