DISCUSSION
City Council approval is being requested to authorize the City Manager to execute a contract for the purchase of one Tymco 500X Sweeper for the Long Beach Airport.
 
The Airport is currently utilizing one budgeted Tymco Sweeper that is six years old with a scheduled life expectancy of ten years and one loaner sweeper that is 20 years old and needs to be taken out of service because of excessive mechanical problems.
 
Staff researched appropriate alternative fuel vehicles for this replacement; however, none were found to be viable in this four-wheeled air sweeper design necessary for runway maintenance. The Tymco 500X sweeper design is necessary to achieve the proper speed and debris pick up while operating on the airport runways. This purchase will also maintain a consistent standardization of the airport sweeper fleet and eliminate the need for additional training for mechanics and operators.
 
The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
 
The Department of Public Works, Fleet Services Bureau, investigated procurement options and learned that the City and County of San Francisco had completed a competitive bid process for Tymco Sweepers and has a contract with GCS Western Power & Equipment that meets the City's needs. This cooperative purchase agreement will facilitate the timely acquisition of the sweeper and provide cost benefits to the City.
 
GCS Western Power & Equipment has agreed to sell one Tymco 500X Sweeper to the City of Long Beach under the same terms and conditions as are afforded to the City and County of San Francisco in an amount not to exceed $232,206 including tax, with an option for 10 percent contingency, if necessary and if funds are available. The Matrix Fleet Review Study also supports the use of cooperative purchase agreements and adherence to a long-term replacement plan.
 
This matter was reviewed by Deputy City Attorney Amy Burton on December 6,2007 and Budget Management Officer Victoria Bell on December 7,2007.
 
TIMING CONSIDERATIONS
City Council action is requested on December 18, 2007 to ensure that the new sweeper is built and placed into service in a timely manner.
 
FISCAL IMPACT
The cost of this contract is $232,206 (including tax of $17,696). An appropriations increase of $232,206 is required in the Airport Fund (EF 320), and is therefore included in the recommendation. A 10 percent contingency in the amount of $23,221 is also authorized.
