TITLE
Recommendation to authorize City Manager to execute Amendment No. 6 to the Bureau Veritas Contract No. 28247 for as-needed architectural, electrical, mechanical, structural, and geotechnical engineering, project management, and other related professional services to increase the contract amount by $600,000 for a total contract amount not to exceed $2,300,000. (Citywide)
DISCUSSION
The City of Long Beach has historically used consultants on an as-needed basis to provide plans and specifications for capital improvement projects. This is necessary as the City's Department of Public Works does not have designated staff positions for Architecture, Electrical, Mechanical and Structural Engineering work. On March 25, 2003, the City Council approved an as-needed agreement (Contract No. 28247) for Berryman & Henigar (later known as Bureau Veritas) for the referenced services pursuant to the Request for Proposal (RFP) process in accordance with Administrative Regulation 8-4, "Selecting Professional Services" (copy of City Council letter attached). The agreement was approved for an amount not to exceed $600,000.
Since inception, this agreement has been utilized on numerous City Capital Improvement Program (CIP) projects including the Citywide Residential Street Repair Program, Major and Secondary Highway Program, Traffic Signal Installation and various Community Development projects. As a result of this extensive utilization, the contract amount has been amended to an amount not to exceed $1,700,000. However because of ongoing demand for the services provided by Bureau Veritas to meet numerous commitments to various on-going and future CIP projects, staff recommends increasing the current contract amount by $600,000 for a new contract amount not to exceed $2,300,000. The agreement does not expire until March 29, 2009.
This matter was reviewed by Deputy City Attorney Linda Trang on June 10, 2008 and by Budget Management Officer Victoria Bell on June 9, 2008.
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 1, 2008 to avoid interruption to on-going projects, to meet future project commitments and to allow the Department of Public Works the flexibility to react quickly to unforeseen needs.
FISCAL IMPACT
Sufficient funds to cover the costs associated with this agreement are budgeted in various CIP projects in the Department of Public Works (PW). Because this "as-needed" agreement will not be utilized unless project funding is already appropriated, no appropriation increase is required.
