TITLE

DISCUSSION
The proposed Chittick Field project is located in the central part of the City of Long Beach on a site known as the Hamilton Bowl/Chittick Field.  The Hamilton Bowl/Chittick Field site, which operates as the Hamilton Bowl Detention Basin, is currently owned and operated by the Los Angeles County Department of Public Works Flood Control District.  The Hamilton Bowl/Chittick Field site consists of approximately 19 acres of undeveloped parcels of land used as a flood control detention basin and as a National Pollution Discharge Elimination System (NPDES) compliance site for both the Cities of Long Beach and Signal Hill.  The Project Site is also used as a general recreational area for seasonal sports and picnicking by residents of the surrounding community, pursuant to a lease agreement with the County of Los Angeles.  The roughly 19-acre loosely trapezoid-shaped land parcel is bounded by East 20th Street and the City of Signal Hill to the north, a 12-foot wide alley between Rose Avenue and Gardenia Avenue to the east, commercial parcels fronting on East Pacific Coast Highway to the south, and Walnut Avenue to the west.  The area is shown on the attached vicinity map (Exhibit A).
 
This first phase of the proposed project includes two youth soccer fields, one adult soccer field and one regulation sized football field, which will be surrounded by a 400-meter all-weather track and accommodations for javelin, pole vault, long jump, and triple jump competitions.  The project includes demolition and grading, installation of a bike path, a parking lot, improvements to the drainage and storm water facilities, installation of landscaping, irrigation, and electrical infrastructure for future lighting.  The second phase of the project will include lighting and will proceed upon identification of additional funding.
 
The project was advertised for bids on January 19, 2013, and bids were opened on February 27, 2013.  In addition to placing an advertisement for bids in the Long Beach Press Telegram, bid documents were made available through the City's weblink at http://www.PlanetBids.com <http://www.planetbids.com/> in a continuing effort to increase participation of local businesses, Minority Business Enterprises (MBEs), Women Owned Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs).  Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.
 
For this bid, 1,304 firms registered on the website were notified via automatic email notice, including 143 located in Long Beach.  118 sets of bid documents were downloaded or purchased by prospective bidders and 14 bids were received.  Of the bidding firms, none are local businesses and none are MBE/WBE/DBE firms.  C.S. Legacy Construction, Inc., of Chino, California, has been determined to be the lowest responsible bidder.  Staff completed reference checks on the contractor and major subcontractors on March 7, 2013.
 
This matter was reviewed by Assistant City Attorney Michael Mais and by Budget Management Officer Victoria Bell on March 8, 2013.
 
ENVIRONMENTAL
An Addendum to the Environmental Impact Report (EIR) for the Kroc Community Center Project (State Clearinghouse No. 2008071085) (Exhibit B), which was certified by the City of Long Beach (City) in June 2009 (Certified EIR), was prepared and received Planning Commission certification on August 16, 2012 for the current Chittick Field project.  In accordance with the California Environmental Quality Act (CEQA), the Addendum analyzed proposed modifications to the Kroc Community Center Project to determine whether such modifications would result in any new significant environmental impacts or a substantial increase in the severity of impacts set forth in the Certified EIR.
 
It was determined by Matrix Environmental that the Chittick Field project does not result in any additional significant impacts, nor would it substantially increase the severity of previously anticipated significant impacts.  Rather, all of the impacts associated with the project would be within the envelope of impacts addressed in the Certified EIR, and any potentially significant impacts would be mitigated to less than significant levels upon implementation of the same mitigation measures specified in the Certified EIR.
 
 
SUSTAINABLITY
 
Through this project, the Chittick Field site will be updated both as a park, and as a flood control detention basin and as a National Pollution Discharge Elimination System (NPDES) compliance site.  Throughout construction and operation of Chittick Field, mitigation measures will be followed insuring that reduced impacts associated with compliance with the NPDES are realized, including impacts to on-site drainage, noise, transportation and traffic, utilities and service systems.
 
Bio-swales will be located at all the outfalls into the site and the updated system will include current trash and bacteria reduction regulations.  Native and drought tolerant landscaping with efficient irrigation are incorporated into the landscaping. Additionally, a bike path within the bowl will connect to the bike trail in the Pacific Electric right-of-way, which will continue to improve upon the city's network of bike trails.  
 
TIMING CONSIDERATIONS
City Council action on this matter is required on March 19, 2013, in order for the construction of Chittick Field to commence in April 2013.
 
FISCAL IMPACT
An appropriation increase of $2,910,000 is requested, for a total revised budget of $7,950,000, for Phase 1 of the Chittick Field project. The total budget includes this contract award to Legacy Construction, design, permits, inspections and other associated costs.  Previous appropriations contained in the revised total include $700,000 from the City's 2006 Open Space Bond issuance and $4,340,000 from existing grant funding from the Los Angeles County Regional Park and Open Space District (District) previously allocated for the Hilltop Site Sports Complex. The District Board of Directors approved the use of these grant funds for Chittick Field on December 11, 2012.
 
The appropriation increase is funded by a $1,000,000 donation, $50,000 transferred to the project from the FY 12 Parks, Recreation and Marine operating budget, and from an additional grant of $1,860,000 that is expected to be approved by the District in the next several months.  Partners of Parks is a 501(c)3 non-profit organization that has received a $1,000,000 donation from Oxy for the Chittick Field project.  This funding is available to the City from Partners of Parks on a reimbursement basis, for both pre-construction and construction costs. The Parks, Recreation and Marine Director is confident the $1,860,000 District grant will become available for the project and can be fully used for the project. If this does not happen, the General Fund may have to fund a temporary loan or provide funding for any permanent grant shortfall. A permanent problem with this grant is not expected to happen.
 
Although the contingency amount is reasonable, it is considered on the small side for this complex of a project and it is possible that total costs could run higher than budgeted, in which case additional funding would be needed. Approval of this recommendation will provide continued support to the local economy through construction employment.
