DISCUSSION
 
Partnerships for Families (PFF) is an initiative of First 5 LA aimed at the prevention of child maltreatment. Focusing on pregnant women and high risk families with a child age 5 or younger, the program includes direct prevention services, capacity building, and performance monitoring and accountability. Within each of the County's eight Service Planning Areas (SPAs), a Department of Children and Family Services (DCFS) Regional Office area is being targeted to receive program services during the first phase offunding.
Within SPA 8, the DCFS Torrance Office area was selected. The DCFS Lakewood Office area, which includes the City of Long Beach, is not currently targeted but may receive funding in the future.
 
Since 1996, the City of Long Beach Department of Health and Human Services (DHHS) Center for Families and Youth has been an active participant in the SPA 8 Family Support Collaborative, coordinated by the South Bay Center for Counseling (SBCC). First 5 LA recently awarded the SPA 8 Collaborative the PFF contract for the DCFS Torrance Office area. The National Council on Alcohol and Drug Dependence of South Bay (NCADD/SB) is serving as the Collaborative's Fiscal Lead Agency for this program, and SBCC is serving as the Program Lead Agency. NCADD/SB is entering into subcontracts with members of the Collaborative to provide PFF service components.
 
Underthe PFF subcontract, the DHHS Center for Families and Youth will provide capacitybuilding services for Collaborative agencies related to family outreach, recruitment and retention. These services will include: providing staff development training to enhance outreach efforts, service delivery and internal capacity; providing settings where parents and children can positively interact; providing ongoing opportunities for connections between families, service providers, and the community; developing positive messaging and outreach techniques; developing strategies that build supportive leadership and shared commitment to improve policies and practices related to the prevention of child abuse and neglect; and engaging local families in community-based problem solving.
 
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on March 1, 2006 and Budget Management Officer David Wodynski on March 3, 2006.
 
 
TIMING CONSIDERATIONS
City Council action is requested on March 21, 2006, as the subcontract will be effective from February 1,2006 through January 31,2007.
 
FISCAL IMPACT
Funding is equal to $5,000 for the period from February 1,2006 through January 31,2007.
These funds do not require a match of City resources and will supplement programs currently offered at the Center for Families and Youth. Funding will be made available through The National Council on Alcohol and Drug Dependence of South Bay, Partnerships for Families program and will be included in the Health Fund (SR 130) in the Department of Health and Human Services (HE).
