TITLE

DISCUSSION
City Council approval is requested to enter into an annual contract to provide police auxiliary equipment such as light bar, shot gun rack, siren assembly, prisoner cage assembly and back seat assembly. This award combines the estimated annual requirements for the Public Works Department, Fleet Services Bureau, to secure pricing at the highest possible discount available.
 
In February 2007, sixty new police black and whites will be delivered. Due to the mandated requirements for police vehicles, law enforcement auxiliary equipment and installation services by Fleet Services are required to complete new police vehicles before they are placed in service. During the contract period, expenditures in the amount of $300,000 are anticipated.
 
The bid was advertised on December 14, 2006, and 20 potential bidders specializing in police auxiliary equipment were notified of the bid opportunity; one is a Minority-owned Business Enterprise (MBE), three are Women-owned Business Enterprises (WBEs), two are certified Small Business Enterprises (SBEs), and three are Long Beach businesses.
The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasinq.org. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 32 local, minority and women's business groups. Bids were opened on December 26, 2006. Adamson Police Products of Los Alamitos, CA, is the lowest responsible bidder.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on December 7, 2006 and Performance Management and Budget Bureau Manager David Wodynski on January 29,2007.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-01307 and award a contract concurrently is requested on February 6, 2007 to ensure that a contract is in place expeditiously.
 
FISCAL IMPACT
The cost of this contract, in the estimated annual amount of $300,000, is budgeted in the Fleet Services Fund (IS 386) in the Department of Public Works (PW), which will be charged out to the Police Department. Existing appropriations in the General Fund (GP) and the Police Department (PO) will be used to pay for these charges. This amount reflects a 100 percent increase from the previous contract due to the addition of the 60 new units purchased and black and white enhancements. All outfitting of black and white units are now done in-house rather than via outside contract. The City will have the option of adding expenditures up to 10 percent (or $30,000) above the contract amount.
