TITLE
Recommendation to authorize City Manager to adopt Specifications No. PA-00708 and award contract to Great Western Leasing & Sales Inc. to furnish and deliver two (2) heavy-duty trailers, in the total amount of $117,510 including tax, plus a ten percent contingency if necessary and if funds are available.  (Citywide)
 
DISCUSSION
City Council approval is requested to enter into a contract for the purchase of two (2) heavy-duty trailers. The current trailers to be replaced were purchased in 1972 and 1985.  These trailers have a scheduled twenty five (25) year life cycle and are now in poor condition and no longer economical to be kept in service. These trailers are part of the FY08 replacement plan and will be assigned to the City of Long Beach Departments of Parks, Recreation and Marine, and the Public Works, Street Maintenance Division to transport heavy equipment and materials throughout the City.
 
The bid was advertised on October 18, 2007 and 189 potential bidders specializing in trailers were notified of the bid opportunity; eighteen are Minority-owned Business Enterprises (MBEs), nine are Women-owned Business Enterprises (WBEs), thirty-six are Long Beach businesses, and nine are certified Small Business Enterprises (SBEs). The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Bids were opened on November 7, 2007. Great Western Leasing & Sales Inc., of Fontana, CA (not a MBE, WBE, local or SBE), is the lowest responsible bidder.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on December 18, 2007 and Budget Management Officer Victoria Bell on December 26,2007.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-00708 and award contract concurrently is requested on January 8, 2008 to ensure that contract is in place expeditiously to meet manufacturer production cut-off points and minimize delivery turnaround time.
 
FISCAL IMPACT
The cost of this contract of $117,510 including tax, is budgeted in the Fleet Services Fund (IS 386) in the Department of Public Works (PW). The City will have the option of adding expenditures up to 10 percent above the contract amount.
