TITLE
Recommendation to adopt resolution authorizing City Manager to purchase library shelving and stacks through the contract between the General Services Administration (GSA) and J. K. Miklin, Inc., dba Yamada Enterprises, agent for Montel Aetnastak, Inc.  (District 6)
 
DISCUSSION
The construction phase for the MacArthur Park Branch Library began in May 2006.  This project is scheduled to be complete in July 2007. Library shelving system furniture needs to be purchased for the facility. Staff from the Library, the Architect and City Purchasing identified vendors who offered purchasing pools, which afford excellent pricing on high quality furniture for this and other projects. Proposals were solicited from six firms.
 
A subcommittee composed of 3D/International construction management consultants, representatives from the Library, the project architects, and the City of Long Beach Public Works Department received proposals from three vendors utilizing purchasing pools to select furniture from product lines that were of acceptable quality and would closely meet the project's budget constraints.
 
The cost, quality and layout of the Aetnastak shelving are preferred by the end users, the Library staff. Only shelving and the related components are covered in this request.  Chairs, stand-alone desks and other furniture, fixtures, and equipment will be quoted by various vendors at a later time.
 
The final pricing for the Aetnastak furniture through J.K. Miklin, Inc., doing business as Yamada Enterprises (including all taxes, delivery and installation) is $83,040. The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
 
By procuring this furniture through Agreement No. GS-28F-0017M between Yamada and the General Services Administration, the City of Long Beach is able to take advantage of the purchasing power made available under such agreements.
 
This matter was reviewed by Deputy City Attorney Donna F. Gwin on October 2, 2006 and Budget Management Officer David Wodynski on September 25, 2006.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on October 10, 2006 to authorize procurement of the furniture in time for delivery by project completion.
 
FISCAL IMPACT
The Aetnastak purchase and installation costs are estimated at $83,040. Sufficient funds to cover the expenditures are budgeted in the Capital Projects Fund (CP) in the Department of Public Works (PW). No appropriation increase is needed.
