DISCUSSION
The City of Long Beach has historically used consultants on an as-needed basis for certified materials testing and inspections, and construction management of various capital projects.  This is necessary as the City's Public Works Department does not have the capacity to provide all project services using in-house staff, particularly in specific areas of construction materials inspections, testing and certification, and construction management support.  These contract services are typically used by various City departments that have projects to deliver during the term of these contracts, such as the Gas and Oil Department; Parks, Recreation and Marine Department; the Airport Department; and the Public Works Department.
 
On January 4, 2011, the City Council authorized as-needed contracts with eight  certified materials testing and inspections, and construction management firms for an aggregate not to exceed $8,000,000 over an initial three-year period with potential amendments to renew for two additional one-year terms.  On January 7, 2014, the City Council extended the term of these eight existing firms through January 31, 2015, and increased the total aggregate contract authority for all eight firms to $10,000,000.  Subsequent term extensions were approved to January 31, 2016.
 
Of the original eight firms, including Ghirardelli Associates, Inc., Group Delta Consultants, Inc., and Twining, Inc., the following five firms are currently providing these as-needed certified materials testing and inspection, and construction management services under the respective Contract Numbers are:
 
1.      Kleinfelder West, Inc. (Long Beach firm), Contract No. 32123
2.      Ninyo & Moore Corp., Contract No. 32049
3.      Psomas Corp., Contract No. 32027
4.      Totum Corp.( Long Beach firm),  Contract No. 32050 and
5.      Willdan Group, Inc., Contract No. 32026
 
These firms have provided a variety of as-needed services to support the delivery of capital projects, including projects these firms are currently working on:  the Ocean Boulevard (Bluff) Erosion and Enhancement Project; Naples Seawalls Repairs; the Colorado Lagoon Restoration Project; and construction support for Major and Secondary Highways, Local Streets and various other improvement projects.  It is recommended that the aggregate contract authority be increased by $2,750,000, and that the contract period for these five firms be extended to January 31, 2017.  A request for qualifications is now being prepared for a new list of certified materials testing and inspections, and construction management services will be issued within the next few months.  However, at this time, contract authority and contract term limits need to be increased to continue capital projects currently underway and anticipated in the near future.
 
This matter was reviewed by Deputy City Attorney Linda Vu on April 28, 2015 and by Budget Management Officer Victoria Bell on April 29, 2015.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on May 12, 2015 to allow for continuous delivery of current capital improvement projects, and allow ample time to complete a Request for Qualifications, review of statements of qualifications from the responding firms, and to establish a new list of firms to provide as-needed certified materials testing and inspections, and construction management services.
 
FISCAL IMPACT
The aggregate contract authority increase of $2,750,000 and term extension to Januray 31, 2017 is estimated based on current and anticipated projects within the Public Works, Airport, Long Beach Gas and Oil and the City Manager Departments.
 
No appropriation increase is requested at this time.  Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  The number of jobs created by the recommended action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contract period.
